眼下離秋(qiu)種(zhong)小(xiao)麥(mai)季(ji)節愈來愈近(jin),據安徽省太和(he)(he)縣(xian)農(nong)(nong)調隊(dui)近(jin)日(ri)在全國糧食生產百(bai)強縣(xian)、先進縣(xian)之一的(de)(de)太和(he)(he)縣(xian)的(de)(de)部(bu)分農(nong)(nong)村和(he)(he)一些農(nong)(nong)民座(zuo)談交流中了解(jie)到,當(dang)前農(nong)(nong)民對(dui)今年(nian)的(de)(de)秋(qiu)種(zhong)麥(mai)種(zhong)供應(ying)有 四盼 :一是(shi)小(xiao)麥(mai)種(zhong)子價(jia)格(ge)要定(ding)位適中。每(mei)(mei)年(nian)秋(qiu)種(zhong)時,小(xiao)麥(mai)種(zhong)子價(jia)格(ge)除良種(zhong)補貼(tie)麥(mai)種(zhong)價(jia)格(ge)稍(shao)低外,其(qi)他(ta)供應(ying)的(de)(de)麥(mai)種(zhong)價(jia)格(ge)變化幅度較大,低的(de)(de)每(mei)(mei)斤 1塊多,高的(de)(de)近(jin)2塊,對(dui)此許多農(nong)(nong)民反映小(xiao)麥(mai)種(zhong)子價(jia)格(ge)亂(luan),因此盼望(wang)國家(jia)有關部(bu)門對(dui)今年(nian)的(de)(de)麥(mai)種(zhong)價(jia)格(ge)要給予適中定(ding)位。
二是(shi)麥種(zhong)(zhong)經(jing)營(ying)單(dan)位要(yao)實行三(san)包。在調查中我們了(le)解到,每年秋種(zhong)(zhong)麥種(zhong)(zhong)市場魚目混珠現象較為(wei)突出(chu),而(er)農民的鑒(jian)別能力(li)又(you)有限,僅憑直覺或種(zhong)(zhong)子(zi)(zi)(zi)的外包裝(zhuang)物(wu)來識別。因此(ci)盼望種(zhong)(zhong)子(zi)(zi)(zi)經(jing)營(ying)單(dan)位要(yao)積極創(chuang)造條件,通(tong)過建村級(ji)營(ying)業點、辦連(lian)鎖(suo)店、開流動(dong)車等方式(shi),開展(zhan)送種(zhong)(zhong)子(zi)(zi)(zi)下(xia)鄉服(fu)(fu)務,同時在出(chu)售麥種(zhong)(zhong)時要(yao)簽名(ming)蓋章,實行種(zhong)(zhong)子(zi)(zi)(zi) 三(san)包 服(fu)(fu)務,最大(da)程(cheng)度地為(wei)農民購種(zhong)(zhong)提供優質服(fu)(fu)務。
三(san)是種(zhong)子(zi)(zi)經(jing)銷商(shang)要以誠待農(nong)民。隨(sui)著近年(nian)種(zhong)子(zi)(zi)市場整頓力度的(de)不(bu)(bu)斷加大和種(zhong)子(zi)(zi)包裝物標志的(de)全面(mian)實施,小麥種(zhong)子(zi)(zi)供(gong)應(ying)(ying)市場已基(ji)本上得(de)到(dao)了(le)規(gui)范,但(dan)在一(yi)些農(nong)村仍有個別不(bu)(bu)法(fa)商(shang)販打著送科技下鄉的(de)旗(qi)號,打起了(le) 擦邊球(qiu) ,把所(suo)供(gong)應(ying)(ying)的(de)種(zhong)子(zi)(zi)吹得(de)神乎其神,低劣(lie)的(de)麥種(zhong)搖身一(yi)變而(er)成了(le)高產(chan)良種(zhong),因(yin)此盼望種(zhong)子(zi)(zi)經(jing)銷商(shang)要充(chong)分發揮自己(ji)的(de)優勢(shi),想農(nong)民之所(suo)想,既要為農(nong)村送去優質、高產(chan)的(de)種(zhong)子(zi)(zi),又要以誠待農(nong),提供(gong)農(nong)民最(zui)需要的(de)良種(zhong)良法(fa)配套(tao)技術。
四是(shi)今秋麥(mai)種(zhong)(zhong)市場要及(ji)(ji)早(zao)規范。許多(duo)農(nong)(nong)民反(fan)映,每(mei)年秋種(zhong)(zhong)小麥(mai)季(ji)節,不少農(nong)(nong)村都會出現(xian)一(yi)些靠親戚、靠朋友走村串戶上門賣麥(mai)種(zhong)(zhong)的(de)商販來擾亂(luan)種(zhong)(zhong)子(zi)(zi)市場,農(nong)(nong)民對此(ci)很是(shi)為難。因此(ci)希望(wang)農(nong)(nong)業、質監(jian)、工商等(deng)部門要密(mi)切合(he)作,多(duo)方聯手(shou),經常對轄(xia)區內的(de)麥(mai)種(zhong)(zhong)生產(chan)單位和種(zhong)(zhong)子(zi)(zi)經營部門以及(ji)(ji)基(ji)層(ceng)經銷點進行抽查和加強督查,嚴把質量(liang)關,發現(xian)問題及(ji)(ji)時(shi)處理,同時(shi)建立(li)舉報制(zhi)度,發動(dong)全民參(can)與(yu)種(zhong)(zhong)子(zi)(zi)市場打假(jia)。 |
