目前,我國(guo)現有農(nong)(nong)(nong)藥(yao)(yao)(yao)生產(chan)企業(ye)(ye)(ye)2000多(duo)家(jia),其中(zhong)原藥(yao)(yao)(yao)生產(chan)廠家(jia)近600家(jia),制劑(ji)企業(ye)(ye)(ye)2100多(duo)家(jia),農(nong)(nong)(nong)藥(yao)(yao)(yao)類(lei)上市公(gong)司40余家(jia)。擁有固定資產(chan)原值362億元(yuan)。2005年我國(guo)農(nong)(nong)(nong)藥(yao)(yao)(yao)產(chan)量達到103.9萬t,同(tong)比(bi)增(zeng)長(chang)20.3%。銷售收(shou)入624.52億元(yuan)(723家(jia)企業(ye)(ye)(ye)),同(tong)比(bi)增(zeng)長(chang)30.21%;實現利潤(run)33.24億元(yuan),同(tong)比(bi)增(zeng)長(chang)46.50%。2005年我國(guo)出口農(nong)(nong)(nong)藥(yao)(yao)(yao)42.8萬t(實物量),同(tong)比(bi)增(zeng)長(chang)9.4%;創匯14億美元(yuan),同(tong)比(bi)增(zeng)長(chang)18.1%。我國(guo)已經成為世(shi)界(jie)農(nong)(nong)(nong)藥(yao)(yao)(yao)工業(ye)(ye)(ye)中(zhong)的(de)(de)第(di)二大生產(chan)國(guo)和農(nong)(nong)(nong)藥(yao)(yao)(yao)出口大國(guo)。盡管近年來我國(guo)農(nong)(nong)(nong)藥(yao)(yao)(yao)工業(ye)(ye)(ye)發展(zhan)速度很快,但縱觀對(dui)比(bi)我國(guo)農(nong)(nong)(nong)藥(yao)(yao)(yao)與國(guo)外農(nong)(nong)(nong)藥(yao)(yao)(yao)的(de)(de)發展(zhan)情況,不難發現,以下十方面(mian)的(de)(de)問題是當前制約我國(guo)農(nong)(nong)(nong)藥(yao)(yao)(yao)產(chan)業(ye)(ye)(ye)發展(zhan)的(de)(de)軟肋。
一是機(ji)制(zhi)(zhi)不(bu)(bu)(bu)(bu)活。國(guo)(guo)(guo)內(nei)農(nong)藥(yao)(yao)企業(ye)(ye)(ye)(ye)搞不(bu)(bu)(bu)(bu)活和競(jing)爭(zheng)(zheng)力(li)(li)(li)不(bu)(bu)(bu)(bu)強在(zai)很大(da)程度上受到企業(ye)(ye)(ye)(ye)制(zhi)(zhi)度的(de)(de)(de)(de)束縛和制(zhi)(zhi)約,大(da)多數沒有(you)建(jian)立(li)(li)(li)現代企業(ye)(ye)(ye)(ye)制(zhi)(zhi)度。而(er)現代企業(ye)(ye)(ye)(ye)制(zhi)(zhi)度是企業(ye)(ye)(ye)(ye)資源配(pei)(pei)置(zhi)高效性(xing)的(de)(de)(de)(de)體現。特別是產權(quan)不(bu)(bu)(bu)(bu)明晰、出(chu)(chu)資人(ren)(ren)不(bu)(bu)(bu)(bu)到位、法(fa)人(ren)(ren)治理(li)(li)(li)結構不(bu)(bu)(bu)(bu)健全(quan)、組織(zhi)和管理(li)(li)(li)不(bu)(bu)(bu)(bu)對稱(cheng)等(deng)(deng)影響了企業(ye)(ye)(ye)(ye)資源的(de)(de)(de)(de)高效配(pei)(pei)置(zhi),而(er)跨(kua)國(guo)(guo)(guo)公司(si)都建(jian)立(li)(li)(li)了現代企業(ye)(ye)(ye)(ye)制(zhi)(zhi)度,產權(quan)明晰,且具(ju)可操(cao)作(zuo)性(xing),而(er)我們的(de)(de)(de)(de)一些(xie)傳統的(de)(de)(de)(de)農(nong)藥(yao)(yao)廠家,即(ji)使已經(jing)上市(shi),依(yi)然很難走出(chu)(chu)舊的(de)(de)(de)(de)管理(li)(li)(li)模式,使得(de)企業(ye)(ye)(ye)(ye)無力(li)(li)(li)或(huo)無暇顧及和增強自(zi)身的(de)(de)(de)(de)核(he)心(xin)競(jing)爭(zheng)(zheng)力(li)(li)(li)。即(ji)使是運作(zuo)較為(wei)(wei)規范(fan)的(de)(de)(de)(de)企業(ye)(ye)(ye)(ye),也(ye)都保留著傳統管理(li)(li)(li)機(ji)制(zhi)(zhi)下(xia)的(de)(de)(de)(de)痕跡和烙印,這樣的(de)(de)(de)(de)機(ji)制(zhi)(zhi)制(zhi)(zhi)約著企業(ye)(ye)(ye)(ye)競(jing)爭(zheng)(zheng)力(li)(li)(li)的(de)(de)(de)(de)發(fa)揮(hui)。實際(ji)上,有(you)不(bu)(bu)(bu)(bu)少國(guo)(guo)(guo)人(ren)(ren)認為(wei)(wei)外(wai)國(guo)(guo)(guo)人(ren)(ren)不(bu)(bu)(bu)(bu)了解中(zhong)(zhong)國(guo)(guo)(guo)市(shi)場(chang)(chang),其實跨(kua)國(guo)(guo)(guo)公司(si)早已破解這一難題,比如他們會用高薪聘請中(zhong)(zhong)國(guo)(guo)(guo)土本化人(ren)(ren)才,舍(she)得(de)花(hua)錢購買信息,建(jian)立(li)(li)(li)行之有(you)效的(de)(de)(de)(de)信息通(tong)道(dao)和快速(su)反應的(de)(de)(de)(de)決策管道(dao),相比之下(xia),我們的(de)(de)(de)(de)機(ji)制(zhi)(zhi)在(zai)本土對于市(shi)場(chang)(chang)的(de)(de)(de)(de)反應卻往往滯后,經(jing)常在(zai)關鍵(jian)時刻因缺乏(fa)決斷而(er)延(yan)誤商機(ji)。當(dang)然,能否建(jian)立(li)(li)(li)機(ji)制(zhi)(zhi)、培養(yang)出(chu)(chu)自(zi)已的(de)(de)(de)(de)核(he)心(xin)競(jing)爭(zheng)(zheng)力(li)(li)(li)的(de)(de)(de)(de)關鍵(jian)是要看公司(si)是否在(zai)生產、經(jing)營與管理(li)(li)(li)等(deng)(deng)方面有(you)良好的(de)(de)(de)(de)基(ji)礎。從這個(ge)意義上說,中(zhong)(zhong)國(guo)(guo)(guo)的(de)(de)(de)(de)農(nong)藥(yao)(yao)企業(ye)(ye)(ye)(ye)要把(ba)強化企業(ye)(ye)(ye)(ye)管理(li)(li)(li)、轉變公司(si)機(ji)制(zhi)(zhi)放在(zai)第一位,在(zai)這個(ge)基(ji)礎上努力(li)(li)(li)培養(yang)自(zi)己的(de)(de)(de)(de)核(he)心(xin)競(jing)爭(zheng)(zheng)力(li)(li)(li),培養(yang)和提(ti)高公司(si)的(de)(de)(de)(de)市(shi)場(chang)(chang)競(jing)爭(zheng)(zheng)力(li)(li)(li),不(bu)(bu)(bu)(bu)斷拓(tuo)展(zhan)可持續發(fa)展(zhan)空(kong)間。
二是規模(mo)偏小。目前(qian),我國(guo)農藥原藥生(sheng)產(chan)(chan)企(qi)(qi)(qi)(qi)業(ye)近600多家(jia)(jia),而制劑生(sheng)產(chan)(chan)企(qi)(qi)(qi)(qi)業(ye)隊伍更(geng)為龐大,超過(guo)(guo)1600家(jia)(jia),這在(zai)(zai)(zai)全世界是絕無僅有(you)的(de)(de)。但仔細觀(guan)察(cha)可以(yi)發(fa)現,在(zai)(zai)(zai)全國(guo)農藥生(sheng)產(chan)(chan)企(qi)(qi)(qi)(qi)業(ye)中一(yi)半以(yi)上的(de)(de)企(qi)(qi)(qi)(qi)業(ye)注冊(ce)資(zi)金不足1000萬元(yuan)(yuan)。2000噸(dun)/年(nian)(nian)(nian)原藥生(sheng)產(chan)(chan)廠家(jia)(jia)不足200家(jia)(jia),農藥產(chan)(chan)量在(zai)(zai)(zai)5000噸(dun)以(yi)上的(de)(de)企(qi)(qi)(qi)(qi)業(ye)只有(you)14家(jia)(jia),產(chan)(chan)量達(da)到1萬噸(dun)以(yi)上的(de)(de)只有(you)4家(jia)(jia)。2000噸(dun)/年(nian)(nian)(nian)銷(xiao)(xiao)售(shou)額(e)(e)以(yi)下(xia)的(de)(de)占85%,原藥企(qi)(qi)(qi)(qi)業(ye)平均生(sheng)產(chan)(chan)能(neng)力很低,有(you)的(de)(de)同(tong)一(yi)個產(chan)(chan)品(pin)有(you)十幾家(jia)(jia)、甚至(zhi)是幾十家(jia)(jia)企(qi)(qi)(qi)(qi)業(ye)生(sheng)產(chan)(chan)。由于低水平的(de)(de)重復建設造成生(sheng)產(chan)(chan)能(neng)力、產(chan)(chan)量嚴重過(guo)(guo)剩,直接(jie)影響到企(qi)(qi)(qi)(qi)業(ye)的(de)(de)經濟(ji)效益(yi)和行(xing)業(ye)的(de)(de)發(fa)展,整個行(xing)業(ye)銷(xiao)(xiao)售(shou)額(e)(e)與拜耳(er)公司(si)(si)相(xiang)當。而國(guo)外農藥則(ze)是另外一(yi)幅景象,他們以(yi)規模(mo)取勝。我們以(yi)2005年(nian)(nian)(nian)的(de)(de)數據(ju)為例(li)。據(ju)《農藥市(shi)場信(xin)息(xi)》提(ti)供的(de)(de)數據(ju),先正達(da)2005年(nian)(nian)(nian)銷(xiao)(xiao)售(shou)額(e)(e)為63.07億(yi)(yi)美(mei)(mei)元(yuan)(yuan),孟山都31.03億(yi)(yi)美(mei)(mei)元(yuan)(yuan),巴斯夫41.41億(yi)(yi)美(mei)(mei)元(yuan)(yuan),拜耳(er)69.57億(yi)(yi)美(mei)(mei)元(yuan)(yuan),陶氏益(yi)農33.68億(yi)(yi)美(mei)(mei)元(yuan)(yuan),杜(du)邦(bang)22.11億(yi)(yi)美(mei)(mei)元(yuan)(yuan),他們都是被稱為“農藥90%俱樂部”的(de)(de)成員。與國(guo)外跨國(guo)公司(si)(si)相(xiang)比(bi),國(guo)產(chan)(chan)農藥不管是企(qi)(qi)(qi)(qi)業(ye)規模(mo)還是市(shi)場份額(e)(e),都差距(ju)懸(xuan)殊(shu)。
三是品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)無名。長(chang)期以來(lai),國(guo)(guo)(guo)(guo)內農(nong)(nong)(nong)藥(yao)(yao)企(qi)(qi)(qi)(qi)業(ye)品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)的(de)(de)經(jing)營與(yu)(yu)管理方(fang)式存在(zai)著很大(da)的(de)(de)問題。在(zai)市(shi)場(chang)競(jing)爭中(zhong)(zhong),我國(guo)(guo)(guo)(guo)農(nong)(nong)(nong)藥(yao)(yao)企(qi)(qi)(qi)(qi)業(ye)仍(reng)靠(kao)一味降(jiang)價而(er)(er)不(bu)(bu)注重品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)成長(chang)與(yu)(yu)保護,更談不(bu)(bu)上對品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)的(de)(de)開(kai)發利(li)用。一個企(qi)(qi)(qi)(qi)業(ye)擁有(you)(you)七八(ba)個品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)非常普遍。有(you)(you)些(xie)企(qi)(qi)(qi)(qi)業(ye)雖(sui)然規(gui)模不(bu)(bu)大(da),卻有(you)(you)10多(duo)個品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)。品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)眾多(duo)導(dao)致資源分散(san)(san)和培(pei)育(yu)主(zhu)導(dao)品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)的(de)(de)成本與(yu)(yu)難度(du)進一步加大(da)。一方(fang)面,這些(xie)品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)的(de)(de)建(jian)(jian)立(li)(li)和培(pei)養(yang)都(dou)需要資金支持,資源被分散(san)(san),大(da)大(da)加重了(le)企(qi)(qi)(qi)(qi)業(ye)的(de)(de)負擔;另(ling)一方(fang)面,也(ye)造(zao)成每個品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)都(dou)難以出眾的(de)(de)局面。此外,我國(guo)(guo)(guo)(guo)農(nong)(nong)(nong)藥(yao)(yao)缺(que)乏品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)的(de)(de)培(pei)育(yu),導(dao)致我國(guo)(guo)(guo)(guo)農(nong)(nong)(nong)藥(yao)(yao)市(shi)場(chang)雖(sui)然品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)眾多(duo),但是品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)的(de)(de)含金量(liang)不(bu)(bu)高,多(duo)數國(guo)(guo)(guo)(guo)產品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)局限于地域性的(de)(de)市(shi)場(chang)競(jing)爭,不(bu)(bu)能與(yu)(yu)國(guo)(guo)(guo)(guo)際(ji)(ji)著名品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)相(xiang)抗衡。在(zai)國(guo)(guo)(guo)(guo)際(ji)(ji)農(nong)(nong)(nong)藥(yao)(yao)市(shi)場(chang),與(yu)(yu)狼群共舞(wu),顯(xian)然不(bu)(bu)是對手。目(mu)前,世界排名前十位的(de)(de)公(gong)司(si)中(zhong)(zhong)有(you)(you)8個公(gong)司(si)已經(jing)在(zai)我國(guo)(guo)(guo)(guo)建(jian)(jian)立(li)(li)合(he)(he)資企(qi)(qi)(qi)(qi)業(ye),已建(jian)(jian)成的(de)(de)合(he)(he)作(zuo)(zuo)項目(mu)有(you)(you)5個。如拜(bai)耳作(zuo)(zuo)物科(ke)學(xue)公(gong)司(si)同我國(guo)(guo)(guo)(guo)杭州農(nong)(nong)(nong)藥(yao)(yao)總廠合(he)(he)資成立(li)(li)拜(bai)耳杭州作(zuo)(zuo)物科(ke)學(xue)有(you)(you)限公(gong)司(si),生產銳勁特殺蟲劑(ji)原(yuan)藥(yao)(yao)及制(zhi)劑(ji),另(ling)外還有(you)(you)先正達與(yu)(yu)江蘇南(nan)通江山股(gu)份等企(qi)(qi)(qi)(qi)業(ye)成立(li)(li)的(de)(de)合(he)(he)資公(gong)司(si),杜(du)邦公(gong)司(si)與(yu)(yu)上海中(zhong)(zhong)西藥(yao)(yao)業(ye)公(gong)司(si)建(jian)(jian)立(li)(li)的(de)(de)合(he)(he)作(zuo)(zuo)項目(mu)等。這些(xie)進入中(zhong)(zhong)國(guo)(guo)(guo)(guo)的(de)(de)企(qi)(qi)(qi)(qi)業(ye)都(dou)是在(zai)全球享(xiang)有(you)(you)盛名的(de)(de)跨國(guo)(guo)(guo)(guo)公(gong)司(si),其信譽度(du)、美(mei)譽度(du)再(zai)加上不(bu)(bu)少國(guo)(guo)(guo)(guo)人(ren)崇洋心理,中(zhong)(zhong)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)業(ye)與(yu)(yu)之(zhi)合(he)(he)作(zuo)(zuo)后在(zai)銷售上往往能達到意想不(bu)(bu)到的(de)(de)效果。來(lai)自有(you)(you)關方(fang)面的(de)(de)數據表明(ming),近年來(lai)我國(guo)(guo)(guo)(guo)農(nong)(nong)(nong)藥(yao)(yao)出口(kou)數量(liang)增(zeng)幅較(jiao)大(da)而(er)(er)創(chuang)匯額(e)增(zeng)長(chang)不(bu)(bu)明(ming)顯(xian)。這說明(ming)我國(guo)(guo)(guo)(guo)農(nong)(nong)(nong)藥(yao)(yao)在(zai)國(guo)(guo)(guo)(guo)際(ji)(ji)市(shi)場(chang)獲利(li)能力(li)欠缺(que),缺(que)乏市(shi)場(chang)競(jing)爭能力(li)。同樣的(de)(de)產品(pin)(pin),同一家(jia)工廠制(zhi)造(zao),標了(le)不(bu)(bu)同的(de)(de)牌(pai)(pai)(pai)(pai)(pai)子,在(zai)價格上卻相(xiang)差(cha)15%~20%,這就(jiu)是獲利(li)能力(li)的(de)(de)差(cha)距,也(ye)就(jiu)是現實的(de)(de)品(pin)(pin)牌(pai)(pai)(pai)(pai)(pai)的(de)(de)差(cha)距。

七是(shi)(shi)(shi)競爭(zheng)不(bu)(bu)公。世界農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)行業發(fa)(fa)展(zhan)趨勢(shi)是(shi)(shi)(shi)向著(zhu)“大型(xing)、集(ji)中(zhong)、壟斷”的(de)(de)方向發(fa)(fa)展(zhan),而我國有(you)(you)2000多(duo)家(jia)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)廠,卻是(shi)(shi)(shi)大廠很少小廠遍地開花。眾多(duo)的(de)(de)國內廠商主(zhu)業不(bu)(bu)突(tu)出,核心競爭(zheng)力差,無(wu)奈之下病急亂(luan)投醫,用(yong)(yong)“降(jiang)低含(han)量(liang),一(yi)(yi)(yi)品(pin)多(duo)名(ming)、擴展(zhan)登記(ji)(ji)、偽造日期(qi)”等(deng)不(bu)(bu)正當競爭(zheng)手段爭(zheng)切蛋糕。我國大大小小的(de)(de)2000多(duo)家(jia)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)廠生(sheng)產15000多(duo)個(不(bu)(bu)含(han)無(wu)證(zheng)生(sheng)產的(de)(de)私(si)生(sheng)子)產品(pin),所導致的(de)(de)競爭(zheng)無(wu)序:產品(pin)亂(luan)、價格(ge)亂(luan)、渠(qu)道(dao)亂(luan)、包(bao)裝亂(luan)……假(jia)冒(mao)偽劣產品(pin)猖獗,坑農(nong)(nong)(nong)(nong)害(hai)農(nong)(nong)(nong)(nong)事(shi)件接連不(bu)(bu)斷,一(yi)(yi)(yi)品(pin)多(duo)名(ming)、一(yi)(yi)(yi)證(zheng)多(duo)用(yong)(yong)、亂(luan)加成份現象(xiang)愈演(yan)愈烈。當前(qian)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)市(shi)場(chang)(chang)(chang)(chang)發(fa)(fa)育(yu)不(bu)(bu)成熟、兵荒(huang)馬亂(luan),引起全社會的(de)(de)普遍不(bu)(bu)滿。另一(yi)(yi)(yi)方面,市(shi)場(chang)(chang)(chang)(chang)管理缺位,很多(duo)農(nong)(nong)(nong)(nong)業執法(fa)隊(dui)伍沒有(you)(you)經(jing)費,機制不(bu)(bu)健全,監管力量(liang)薄弱,無(wu)法(fa)有(you)(you)效管理農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)市(shi)場(chang)(chang)(chang)(chang)。目前(qian),我國部分農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)市(shi)場(chang)(chang)(chang)(chang)混亂(luan),假(jia)冒(mao)偽劣農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)產品(pin)時有(you)(you)出現,違禁、無(wu)證(zheng)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)產品(pin)屢打不(bu)(bu)絕。主(zhu)要(yao)原因(yin)是(shi)(shi)(shi)未(wei)辦理農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)經(jing)營(ying)(ying)(ying)許可證(zheng)的(de)(de)為個體經(jing)營(ying)(ying)(ying)戶,他們法(fa)制意(yi)(yi)(yi)識淡薄,辦證(zheng)意(yi)(yi)(yi)識不(bu)(bu)強,經(jing)營(ying)(ying)(ying)規(gui)模較(jiao)小,不(bu)(bu)打算長期(qi)經(jing)營(ying)(ying)(ying),無(wu)證(zheng)經(jing)營(ying)(ying)(ying)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)是(shi)(shi)(shi)造成農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)市(shi)場(chang)(chang)(chang)(chang)混亂(luan),坑農(nong)(nong)(nong)(nong)害(hai)農(nong)(nong)(nong)(nong)的(de)(de)主(zhu)要(yao)原因(yin)。還有(you)(you)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)標簽問題(ti)仍然突(tu)出。農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)標簽是(shi)(shi)(shi)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)生(sheng)產企業直接向使(shi)用(yong)(yong)者傳遞農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)應用(yong)(yong)技術信息(xi)的(de)(de)橋梁,是(shi)(shi)(shi)指導使(shi)用(yong)(yong)者安全合理使(shi)用(yong)(yong)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)產品(pin)的(de)(de)主(zhu)要(yao)依據。從(cong)近幾年抽(chou)查來看,標簽合格(ge)率一(yi)(yi)(yi)直在60%左右,主(zhu)要(yao)表(biao)現在:假(jia)冒(mao)登記(ji)(ji)證(zheng),無(wu)中(zhong)文通用(yong)(yong)名(ming),擴大防治對(dui)象(xiang),從(cong)而嚴(yan)重(zhong)(zhong)地誤導農(nong)(nong)(nong)(nong)民用(yong)(yong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao),給(gei)農(nong)(nong)(nong)(nong)產品(pin)質量(liang)安全帶來極(ji)大的(de)(de)隱患。此外,經(jing)營(ying)(ying)(ying)進(jin)貨(huo)渠(qu)道(dao)混亂(luan)。農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)進(jin)貨(huo)人(ren)員進(jin)貨(huo)隨意(yi)(yi)(yi)性大,由于價格(ge)因(yin)素,不(bu)(bu)到正規(gui)批發(fa)(fa)商處進(jin)貨(huo),致使(shi)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)產品(pin)質量(liang)無(wu)法(fa)得到保(bao)證(zheng),給(gei)假(jia)冒(mao)農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)產品(pin)進(jin)入市(shi)場(chang)(chang)(chang)(chang)留下可乘之機。所有(you)(you)這些,都嚴(yan)重(zhong)(zhong)地影響了(le)我國農(nong)(nong)(nong)(nong)藥(yao)(yao)(yao)(yao)(yao)(yao)(yao)企業的(de)(de)競爭(zheng)環境。
八是質(zhi)量(liang)(liang)(liang)不(bu)(bu)(bu)硬。據國(guo)(guo)(guo)(guo)(guo)家(jia)(jia)農(nong)藥(yao)(yao)(yao)(yao)(yao)質(zhi)量(liang)(liang)(liang)監(jian)督檢驗中(zhong)心近幾年的(de)抽(chou)(chou)查結(jie)果(guo)表(biao)明,我(wo)國(guo)(guo)(guo)(guo)(guo)農(nong)藥(yao)(yao)(yao)(yao)(yao)抽(chou)(chou)查合(he)(he)格率(lv)較低,為80%~90%。最近,國(guo)(guo)(guo)(guo)(guo)家(jia)(jia)質(zhi)檢總局公布的(de)最新國(guo)(guo)(guo)(guo)(guo)家(jia)(jia)監(jian)督抽(chou)(chou)查結(jie)果(guo)顯示,農(nong)藥(yao)(yao)(yao)(yao)(yao)產品質(zhi)量(liang)(liang)(liang)合(he)(he)格率(lv)逾九成,大(da)中(zhong)型(xing)(xing)企(qi)業(ye)產品較好(hao)。2006年6月(yue)13日國(guo)(guo)(guo)(guo)(guo)家(jia)(jia)質(zhi)檢總局組織(zhi)對農(nong)藥(yao)(yao)(yao)(yao)(yao)產品質(zhi)量(liang)(liang)(liang)進行(xing)了(le)國(guo)(guo)(guo)(guo)(guo)家(jia)(jia)監(jian)督抽(chou)(chou)查。共抽(chou)(chou)查了(le)河北、上海、江蘇、浙江、安徽、江西、山東、河南(nan)、廣(guang)東、海南(nan)、云南(nan)等十(shi)一(yi)個省、直(zhi)轄(xia)市五(wu)十(shi)五(wu)家(jia)(jia)企(qi)業(ye)生產的(de)八十(shi)種(zhong)(zhong)產品,合(he)(he)格七(qi)十(shi)四(si)(si)種(zhong)(zhong),產品抽(chou)(chou)樣合(he)(he)格率(lv)92.5%。抽(chou)(chou)查結(jie)果(guo)表(biao)明,大(da)中(zhong)型(xing)(xing)企(qi)業(ye)產品質(zhi)量(liang)(liang)(liang)較好(hao),所(suo)抽(chou)(chou)查的(de)二十(shi)家(jia)(jia)大(da)中(zhong)型(xing)(xing)企(qi)業(ye)的(de)三十(shi)一(yi)種(zhong)(zhong)產品全(quan)部合(he)(he)格。產品質(zhi)量(liang)(liang)(liang)問題(ti)主要(yao)存在于(yu)一(yi)些小型(xing)(xing)企(qi)業(ye)中(zhong),主要(yao)質(zhi)量(liang)(liang)(liang)問題(ti)是:有(you)(you)效(xiao)(xiao)成分不(bu)(bu)(bu)符(fu)合(he)(he)標(biao)準要(yao)求,六種(zhong)(zhong)農(nong)藥(yao)(yao)(yao)(yao)(yao)產品有(you)(you)效(xiao)(xiao)成分不(bu)(bu)(bu)合(he)(he)格。其中(zhong)有(you)(you)一(yi)種(zhong)(zhong)農(nong)藥(yao)(yao)(yao)(yao)(yao),標(biao)準規定三唑(zuo)磷含(han)量(liang)(liang)(liang)大(da)于(yu)等于(yu)百(bai)分之十(shi),而實測三唑(zuo)磷含(han)量(liang)(liang)(liang)僅為百(bai)分之四(si)(si)點四(si)(si)。使(shi)用(yong)有(you)(you)效(xiao)(xiao)成分含(han)量(liang)(liang)(liang)不(bu)(bu)(bu)足的(de)農(nong)藥(yao)(yao)(yao)(yao)(yao),起不(bu)(bu)(bu)到(dao)預(yu)期(qi)的(de)防治效(xiao)(xiao)果(guo),直(zhi)接影(ying)響農(nong)作物(wu)的(de)生長(chang);pH值(zhi)不(bu)(bu)(bu)合(he)(he)格、水分含(han)量(liang)(liang)(liang)超(chao)標(biao),四(si)(si)種(zhong)(zhong)農(nong)藥(yao)(yao)(yao)(yao)(yao)產品的(de)pH值(zhi)不(bu)(bu)(bu)合(he)(he)格。pH值(zhi)、水分含(han)量(liang)(liang)(liang)不(bu)(bu)(bu)合(he)(he)格會導致農(nong)藥(yao)(yao)(yao)(yao)(yao)產品質(zhi)量(liang)(liang)(liang)不(bu)(bu)(bu)穩定,達不(bu)(bu)(bu)到(dao)產品的(de)預(yu)期(qi)藥(yao)(yao)(yao)(yao)(yao)效(xiao)(xiao)。這(zhe)說明中(zhong)國(guo)(guo)(guo)(guo)(guo)農(nong)藥(yao)(yao)(yao)(yao)(yao)的(de)質(zhi)量(liang)(liang)(liang)仍然是制約我(wo)國(guo)(guo)(guo)(guo)(guo)農(nong)藥(yao)(yao)(yao)(yao)(yao)產業(ye)發(fa)展的(de)軟肋。同時,開拓國(guo)(guo)(guo)(guo)(guo)際(ji)市場,只有(you)(you)依靠適銷對路的(de)高(gao)(gao)質(zhi)量(liang)(liang)(liang)農(nong)藥(yao)(yao)(yao)(yao)(yao)產品,守住國(guo)(guo)(guo)(guo)(guo)內(nei)市場,擴大(da)市場份額,才有(you)(you)可(ke)能把我(wo)們(men)的(de)產品打到(dao)國(guo)(guo)(guo)(guo)(guo)外去。因(yin)此,提高(gao)(gao)產品質(zhi)量(liang)(liang)(liang)已成為我(wo)國(guo)(guo)(guo)(guo)(guo)農(nong)藥(yao)(yao)(yao)(yao)(yao)工業(ye)興(xing)衰(shuai)的(de)關鍵(jian)因(yin)素。
九是(shi)環(huan)保(bao)淡薄。迄今為(wei)止,世界各國(guo)所(suo)注冊(ce)的1500多種(zhong)(zhong)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)中(zhong),常用(yong)的300多種(zhong)(zhong),按其主要(yao)用(yong)途分有殺(sha)(sha)(sha)蟲(chong)劑(ji)(ji)、殺(sha)(sha)(sha)螨劑(ji)(ji)、殺(sha)(sha)(sha)鼠(shu)劑(ji)(ji)、殺(sha)(sha)(sha)軟體動物(wu)(wu)劑(ji)(ji)、殺(sha)(sha)(sha)菌劑(ji)(ji)、殺(sha)(sha)(sha)線(xian)蟲(chong)劑(ji)(ji)、除草劑(ji)(ji)、植物(wu)(wu)生(sheng)(sheng)(sheng)(sheng)長調(diao)節劑(ji)(ji)等;按農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)來源(yuan)分類有礦物(wu)(wu)源(yuan)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(無機(ji)(ji)化(hua)合(he)物(wu)(wu))、生(sheng)(sheng)(sheng)(sheng)物(wu)(wu)源(yuan)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)(天然(ran)有機(ji)(ji)物(wu)(wu)、抗生(sheng)(sheng)(sheng)(sheng)素、微(wei)生(sheng)(sheng)(sheng)(sheng)物(wu)(wu))及(ji)化(hua)學(xue)合(he)成農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao);按農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)化(hua)學(xue)結構分類主要(yao)有有機(ji)(ji)磷(lin)、氨基甲酸酯(zhi)、擬除蟲(chong)菊酯(zhi)、有機(ji)(ji)氮化(hua)合(he)物(wu)(wu)、有機(ji)(ji)硫化(hua)合(he)物(wu)(wu)、脒類、雜環(huan)類和(he)有機(ji)(ji)金屬化(hua)合(he)物(wu)(wu)等。我國(guo)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)工業經過創建時期、鞏固發展(zhan)時期、調(diao)整品種(zhong)(zhong)結構蓬(peng)勃(bo)發展(zhan)時期3個(ge)階段的發展(zhan),現已成為(wei)世界第二大(da)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)生(sheng)(sheng)(sheng)(sheng)產國(guo)。但(dan)我國(guo)的農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)產業和(he)產品結構仍(reng)欠合(he)理。農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)的大(da)量(liang)生(sheng)(sheng)(sheng)(sheng)產與使(shi)用(yong)無疑(yi)將對我國(guo)的生(sheng)(sheng)(sheng)(sheng)態環(huan)境(jing)(jing)產生(sheng)(sheng)(sheng)(sheng)破(po)壞性的影響(xiang),毒(du)性持久(jiu)的殺(sha)(sha)(sha)蟲(chong)劑(ji)(ji)在(zai)殺(sha)(sha)(sha)滅害(hai)蟲(chong)的同時,會(hui)殺(sha)(sha)(sha)死(si)種(zhong)(zhong)類繁多的其它昆蟲(chong),破(po)壞了(le)生(sheng)(sheng)(sheng)(sheng)態平(ping)衡,而且還會(hui)通過食(shi)物(wu)(wu)鏈進入人體,導(dao)致(zhi)人體生(sheng)(sheng)(sheng)(sheng)理過程的致(zhi)命(ming)(ming)惡變。據(ju)統計,1991年(nian)(nian)~1996年(nian)(nian)間,我國(guo)就發生(sheng)(sheng)(sheng)(sheng)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)中(zhong)毒(du)24739例,死(si)亡24612人,此數(shu)據(ju)尚不(bu)包括因(yin)食(shi)用(yong)被農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)污(wu)染蔬菜造成的中(zhong)毒(du)。除此以外,高毒(du)農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)生(sheng)(sheng)(sheng)(sheng)產和(he)使(shi)用(yong)中(zhong)的“點源(yuan)污(wu)染”也不(bu)可(ke)忽視。1997年(nian)(nian),吉林省某農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)廠將農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)生(sheng)(sheng)(sheng)(sheng)產廢水(shui)排入河(he)道(dao),造成逾2600hm2水(shui)稻受害(hai)的特大(da)污(wu)染事故。因(yin)此,農(nong)(nong)(nong)(nong)(nong)(nong)(nong)藥(yao)企業要(yao)實(shi)現長治久(jiu)安的可(ke)持續發展(zhan)戰略(lve),就必須以環(huan)境(jing)(jing)保(bao)護(hu)觀念作為(wei)經營指(zhi)導(dao)思想(xiang),以綠色文化(hua)為(wei)理念,以消(xiao)除和(he)減少對生(sheng)(sheng)(sheng)(sheng)態環(huan)境(jing)(jing)的破(po)壞為(wei)中(zhong)心,以滿足綠色消(xiao)費為(wei)出發點,實(shi)施綠色革命(ming)(ming)。目前國(guo)內很多企業沒有環(huan)保(bao)意(yi)識,以犧(xi)牲(sheng)環(huan)境(jing)(jing)為(wei)代(dai)價來提高產量(liang)和(he)經濟效益(yi),這(zhe)樣的現象再也不(bu)能繼續下(xia)去了(le)。
十是服務不優。服務是獲取消費者忠誠的有力武器,良好的服務對于增強品牌的美譽度具有很大的貢獻。服務營銷只能是顧客服務營銷,即服務作為一種營銷工具促進有形產品的交換(銷售力),但核心理念都是顧客滿意和顧客忠誠。國外農藥企業堅持以所在國的法律為準繩,決不搞承諾競賽,服務上十分規范,以顧客為核心,用經濟手段促進服務水平的提高。與跨國公司相比,國內農藥廠家服務意識滯后,觀念陳舊,人員素質低,服務質量差距還很大。
