日前,國家發改委、農業部、科技部和中國輕工業聯合會聯合發布了《食品工業“十一五”發展綱要》。《發展綱要》確定了“十一五”食品工業發展的重點行業,包括糧食加工業、食用植物油加工業、果蔬加工業、肉類加工業、水產加工業、乳制品加工業、飲料制造業、制糖工業等8個行業。根據區域資源稟賦和經濟發展水平的不同,實行差異化發展,建設一批食品加工基地,培育食品工業產業帶(區),促進產業集聚,形成各具特色的區域食品工業發展的新格局。
《發展綱要》認為,食(shi)(shi)品(pin)(pin)(pin)工(gong)(gong)業(ye)的發展直接關系到國(guo)計民生(sheng),關系到推進(jin)工(gong)(gong)業(ye)結構優化升級和(he)社會主義新(xin)農村建設的大局。盡管“十五”期間,我國(guo)食(shi)(shi)品(pin)(pin)(pin)工(gong)(gong)業(ye)得(de)到長(chang)足發展,但目前食(shi)(shi)品(pin)(pin)(pin)工(gong)(gong)業(ye)仍處(chu)于粗(cu)加工(gong)(gong)多、平均規模小、綜(zong)合(he)(he)利用差、能耗(hao)高(gao)、效(xiao)益低的初級發展階段,食(shi)(shi)品(pin)(pin)(pin)工(gong)(gong)業(ye)在整體技術水(shui)平、自主創新(xin)能力、食(shi)(shi)品(pin)(pin)(pin)安(an)全、精(jing)深加工(gong)(gong)與綜(zong)合(he)(he)利用等方面(mian)亟待提升。
“十一五(wu)” 時(shi)期(qi)是(shi)全面建(jian)設小(xiao)(xiao)康社會的(de)(de)(de)(de)關鍵時(shi)期(qi),也是(shi)建(jian)設新農(nong)村(cun)的(de)(de)(de)(de)第一個五(wu)年規劃期(qi)。在新的(de)(de)(de)(de)發展(zhan)時(shi)期(qi),以市場(chang)為(wei)導(dao)向,加快(kuai)食品工業(ye)的(de)(de)(de)(de)發展(zhan),不僅對全面提高人民的(de)(de)(de)(de)生(sheng)活水平(ping),向更加富裕和更加豐富多彩的(de)(de)(de)(de)全面小(xiao)(xiao)康生(sheng)活過渡具有(you)重要(yao)的(de)(de)(de)(de)戰略意義,而且對協調(diao)產業(ye)發展(zhan)、打造(zao)循環經(jing)濟、繁榮(rong)城鄉市場(chang)、帶動(dong)小(xiao)(xiao)城鎮建(jian)設、擴(kuo)大勞(lao)動(dong)就業(ye)、促進(jin)農(nong)村(cun)經(jing)濟與社會的(de)(de)(de)(de)可持續發展(zhan)等均具有(you)十分(fen)重要(yao)的(de)(de)(de)(de)現實意義和深遠(yuan)的(de)(de)(de)(de)影響。
根據(ju)關系(xi)國計民生、食(shi)物資(zi)源(yuan)豐富、農(nong)產(chan)品轉化(hua)量多、產(chan)業(ye)(ye)(ye)(ye)關聯度高、帶動能力強、市(shi)場(chang)潛力大,以及出口增(zeng)值(zhi)和(he)創(chuang)匯能力強的(de)原則(ze),《發(fa)(fa)(fa)(fa)展(zhan)綱要(yao)(yao)》確定了“十(shi)一五(wu)”食(shi)品工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)發(fa)(fa)(fa)(fa)展(zhan)的(de)重點(dian)行業(ye)(ye)(ye)(ye),包(bao)括糧食(shi)加工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)、食(shi)用植(zhi)物油加工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)、果(guo)蔬加工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)、肉類(lei)加工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)、水(shui)產(chan)加工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)、乳制品加工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)、飲料制造業(ye)(ye)(ye)(ye)、制糖工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)等8個(ge)行業(ye)(ye)(ye)(ye)。結合上述行業(ye)(ye)(ye)(ye)的(de)布局現狀(zhuang),《發(fa)(fa)(fa)(fa)展(zhan)綱要(yao)(yao)》提出,“十(shi)一五(wu)”時期,要(yao)(yao)按(an)照非均衡梯度發(fa)(fa)(fa)(fa)展(zhan)理論,根據(ju)區(qu)(qu)域(yu)資(zi)源(yuan)稟賦和(he)經濟發(fa)(fa)(fa)(fa)展(zhan)水(shui)平(ping)的(de)不(bu)同(tong),實行差異化(hua)發(fa)(fa)(fa)(fa)展(zhan),堅持(chi)產(chan)區(qu)(qu)與銷區(qu)(qu)并重的(de)原則(ze),建設一批食(shi)品加工(gong)(gong)(gong)(gong)基地,培育(yu)食(shi)品工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)(ye)帶(區(qu)(qu)),促進產(chan)業(ye)(ye)(ye)(ye)集聚,形成各具特色的(de)區(qu)(qu)域(yu)食(shi)品工(gong)(gong)(gong)(gong)業(ye)(ye)(ye)(ye)發(fa)(fa)(fa)(fa)展(zhan)的(de)新格(ge)局。
《發(fa)(fa)展(zhan)綱要》針對“十一五(wu)”食(shi)(shi)(shi)品(pin)(pin)(pin)工(gong)業(ye)存在(zai)的重(zhong)大共(gong)性(xing)問(wen)題,明(ming)確(que)了(le)今后(hou)五(wu)年食(shi)(shi)(shi)品(pin)(pin)(pin)工(gong)業(ye)發(fa)(fa)展(zhan)的主要任務,即構建食(shi)(shi)(shi)品(pin)(pin)(pin)工(gong)業(ye)科技創新體(ti)系(xi);加快(kuai)發(fa)(fa)展(zhan)食(shi)(shi)(shi)品(pin)(pin)(pin)裝(zhuang)備(bei)制(zhi)(zhi)造(zao)業(ye);建立現代(dai)食(shi)(shi)(shi)品(pin)(pin)(pin)物流體(ti)系(xi);完善食(shi)(shi)(shi)品(pin)(pin)(pin)安(an)全保障(zhang)體(ti)系(xi)。同時,也提出了(le)相(xiang)應(ying)的對策措施,即推進(jin)機制(zhi)(zhi)和體(ti)制(zhi)(zhi)創新,加強宏觀調控和規劃引導(dao);推動(dong)食(shi)(shi)(shi)品(pin)(pin)(pin)工(gong)業(ye)科技進(jin)步,增(zeng)強發(fa)(fa)展(zhan)動(dong)力;建設優質專用農產(chan)(chan)品(pin)(pin)(pin)生產(chan)(chan)基地,確(que)保食(shi)(shi)(shi)品(pin)(pin)(pin)工(gong)業(ye)發(fa)(fa)展(zhan)對原料的需求;加快(kuai)調整產(chan)(chan)品(pin)(pin)(pin)結構,努力打造(zao)食(shi)(shi)(shi)品(pin)(pin)(pin)工(gong)業(ye)知(zhi)名商標;培育和壯大食(shi)(shi)(shi)品(pin)(pin)(pin)工(gong)業(ye)龍頭(tou)企(qi)業(ye),推動(dong)產(chan)(chan)業(ye)結構升級;積極實施對外開放戰略,不(bu)斷拓展(zhan)發(fa)(fa)展(zhan)領(ling)域;促進(jin)投(tou)資主體(ti)多元化(hua),多渠道增(zeng)加對食(shi)(shi)(shi)品(pin)(pin)(pin)工(gong)業(ye)的投(tou)入(ru);發(fa)(fa)揮(hui)中介組織的作(zuo)用,加強食(shi)(shi)(shi)品(pin)(pin)(pin)工(gong)業(ye)行(xing)業(ye)自律。 |
