商務部:農村市場體系建設“十一五”規劃

農村市場是我國社會主義市場經濟體系的重要組成部分。搞活農村商品流通,繁榮農村市場,是建設社會主義新農村、全面構建和諧社會的重要方面,也是當前和今后一段時期黨和政府農村工作的重要內容。加強農村市場體系建設,對于促進農民增收、引導農村消費,推動農村經濟結構戰略性調整、確保農業和農村經濟穩定增長,統籌城鄉和農村經濟社會的協調發展、完善社會主義市場經濟體制,都具有重要意義。為了總結農村市場體系建設的經驗和教訓,明確農村市場體系建設的目標和重點,提出各項有效的政策和落實措施,逐步構建布局合理、結構優化、功能完善,適應農村經濟社會發展的現代化農村市場體系,根據《中共中央關于制定國民經濟和社會發展第十一個五年規劃的建議》和《中共中央國務院關于推進社會主義新農村建設的若干意見》,編制本規劃。

  本規劃(hua)所指農村市場體(ti)(ti)系(xi)(xi)(xi)是農產品流(liu)(liu)通體(ti)(ti)系(xi)(xi)(xi)、農業生產資料(liao)流(liu)(liu)通體(ti)(ti)系(xi)(xi)(xi)和農村消費(fei)品流(liu)(liu)通體(ti)(ti)系(xi)(xi)(xi)。

  一、農村市場體系建設的發展現狀和發展環境

  (一)發展現狀

  改革(ge)開放以來,特別是“十五”期間,我國大(da)(da)部(bu)分(fen)農村(cun)地區告別了自然經濟狀態,市場(chang)機制逐步成(cheng)(cheng)(cheng)為農村(cun)資源配置(zhi)的(de)決定性(xing)因(yin)素。農產(chan)品(pin)、農業生產(chan)資料和(he)農村(cun)消費品(pin)市場(chang)成(cheng)(cheng)(cheng)為滿足(zu)廣大(da)(da)農民(min)群眾生產(chan)、生活需要(yao)的(de)重(zhong)要(yao)條件(jian),也成(cheng)(cheng)(cheng)為全(quan)國統一市場(chang)的(de)重(zhong)要(yao)組(zu)成(cheng)(cheng)(cheng)部(bu)分(fen)。

  一是農村(cun)市(shi)(shi)場(chang)(chang)規(gui)模(mo)(mo)迅速擴(kuo)(kuo)大。“十五”期間,盡管(guan)我(wo)(wo)(wo)國(guo)(guo)農業經濟(ji)(ji)占國(guo)(guo)民經濟(ji)(ji)的(de)(de)比重有所(suo)下降,但農村(cun)各類(lei)產業的(de)(de)總量仍(reng)在(zai)持續擴(kuo)(kuo)張,由(you)此帶(dai)來農村(cun)流通規(gui)模(mo)(mo)的(de)(de)迅速增長(chang)和農村(cun)有形市(shi)(shi)場(chang)(chang)平均(jun)規(gui)模(mo)(mo)的(de)(de)擴(kuo)(kuo)大。據統計,2005年(nian)(nian)(nian)我(wo)(wo)(wo)國(guo)(guo)縣及(ji)縣以(yi)(yi)下社(she)會(hui)消費品零售總額達到(dao)22082億元(yuan),比1995年(nian)(nian)(nian)增長(chang)168倍,“十五” 期間平均(jun)增長(chang)111%。農村(cun)各類(lei)有形交(jiao)(jiao)易(yi)市(shi)(shi)場(chang)(chang)的(de)(de)交(jiao)(jiao)易(yi)額也在(zai)迅速增長(chang),2004年(nian)(nian)(nian),我(wo)(wo)(wo)國(guo)(guo)億元(yuan)以(yi)(yi)上(shang)農產品綜合(he)市(shi)(shi)場(chang)(chang)816個,單(dan)個市(shi)(shi)場(chang)(chang)成(cheng)(cheng)交(jiao)(jiao)額比“九五”末期的(de)(de)2000年(nian)(nian)(nian)增長(chang)了459%;億元(yuan)以(yi)(yi)上(shang)的(de)(de)農業生產資料市(shi)(shi)場(chang)(chang)9個,成(cheng)(cheng)交(jiao)(jiao)額比2000年(nian)(nian)(nian)增長(chang)了455%。

  二(er)是市(shi)(shi)(shi)場(chang)類型和流(liu)通業態逐(zhu)步(bu)完善。隨(sui)著農(nong)(nong)村(cun)改革(ge)的不斷深(shen)化,各(ge)種農(nong)(nong)村(cun)有(you)形(xing)(xing)(xing)市(shi)(shi)(shi)場(chang)迅(xun)速(su)崛起,形(xing)(xing)(xing)成(cheng)了(le)結(jie)構相對(dui)完善的有(you)形(xing)(xing)(xing)市(shi)(shi)(shi)場(chang)網絡。除了(le)傳統的集(ji)市(shi)(shi)(shi)貿易市(shi)(shi)(shi)場(chang)外,各(ge)種綜合市(shi)(shi)(shi)場(chang)、專業市(shi)(shi)(shi)場(chang)以及批(pi)發(fa)市(shi)(shi)(shi)場(chang)、期貨市(shi)(shi)(shi)場(chang),都(dou)有(you)一定程度(du)的發(fa)展,初步(bu)形(xing)(xing)(xing)成(cheng)了(le)包括消費(fei)品(pin)和生產資料(liao)、批(pi)發(fa)市(shi)(shi)(shi)場(chang)和集(ji)貿市(shi)(shi)(shi)場(chang)、有(you)形(xing)(xing)(xing)市(shi)(shi)(shi)場(chang)和無形(xing)(xing)(xing)市(shi)(shi)(shi)場(chang)的農(nong)(nong)村(cun)市(shi)(shi)(shi)場(chang)體系。農(nong)(nong)村(cun)新(xin)型流(liu)通業態呈現良好(hao)發(fa)展勢頭。連鎖經(jing)營、物(wu)流(liu)配送等新(xin)型經(jing)營方式和小(xiao)型超市(shi)(shi)(shi)、便(bian)利店(dian)等經(jing)營業態,從(cong)城市(shi)(shi)(shi)開始走向農(nong)(nong)村(cun)鄉鎮。

  三是農(nong)(nong)(nong)村市場(chang)主(zhu)體(ti)多樣化。目前,除傳統(tong)商業組織(zhi)外,相繼出現了(le)多種(zhong)經(jing)濟(ji)成(cheng)(cheng)(cheng)份的市場(chang)主(zhu)體(ti),特別是近600萬(wan)農(nong)(nong)(nong)村經(jing)紀(ji)人活(huo)躍在(zai)廣大(da)鄉村,從(cong)事(shi)農(nong)(nong)(nong)產品流(liu)通(tong)(tong)、科(ke)技(ji)、信(xin)息等(deng)一系列中介(jie)服(fu)務活(huo)動(dong),在(zai)幫助農(nong)(nong)(nong)民(min)解決“賣難”問(wen)題和助農(nong)(nong)(nong)增(zeng)收(shou)方面發揮(hui)了(le)重(zhong)要作(zuo)用。農(nong)(nong)(nong)民(min)合作(zuo)經(jing)濟(ji)組織(zhi)進入農(nong)(nong)(nong)村流(liu)通(tong)(tong)領域,成(cheng)(cheng)(cheng)為農(nong)(nong)(nong)村市場(chang)重(zhong)要的主(zhu)體(ti)。據(ju)有關部門統(tong)計(ji),2004年(nian)從(cong)事(shi)農(nong)(nong)(nong)產品購銷經(jing)營活(huo)動(dong)的農(nong)(nong)(nong)村合作(zuo)經(jing)濟(ji)組織(zhi)已超過2萬(wan)多個。同時,多數國有商業、糧(liang)食和供銷合作(zuo)社成(cheng)(cheng)(cheng)功實現了(le)轉制(zhi),建立了(le)新的經(jing)營機制(zhi),健全了(le)法人治理結構,真正成(cheng)(cheng)(cheng)為自(zi)主(zhu)經(jing)營、自(zi)負盈虧的市場(chang)主(zhu)體(ti)。

  四(si)是(shi)農(nong)村市場(chang)外(wai)部(bu)環境有所改善。2004年(nian)和(he)2005年(nian)兩個中(zhong)央1號文(wen)件、《中(zhong)共中(zhong)央 國務院(yuan)關(guan)(guan)于(yu)推進社會主義(yi)新農(nong)村建(jian)設(she)的(de)(de)(de)(de)若干意(yi)見》(中(zhong)發〔2006〕1號)、《國務院(yuan)關(guan)(guan)于(yu)促進流(liu)(liu)通業發展的(de)(de)(de)(de)若干意(yi)見》(國發〔2005〕19號)、《國務院(yuan)辦(ban)公廳轉發商務部(bu)等部(bu)門〈關(guan)(guan)于(yu)進一(yi)步(bu)做好農(nong)村商品(pin)流(liu)(liu)通工作的(de)(de)(de)(de)意(yi)見〉的(de)(de)(de)(de)通知》(國辦(ban)發〔2004〕57號)、商務部(bu)《全國商品(pin)市場(chang)體系建(jian)設(she)綱要》及其他十幾個相關(guan)(guan)文(wen)件,對農(nong)村商品(pin)流(liu)(liu)通和(he)市場(chang)體系建(jian)設(she)從政策(ce)、目(mu)標、方針和(he)戰略上都予以了(le)(le)(le)(le)(le)明確(que)的(de)(de)(de)(de)闡述。國家建(jian)立了(le)(le)(le)(le)(le)重要農(nong)產品(pin)儲備制度,促進了(le)(le)(le)(le)(le)農(nong)產品(pin)的(de)(de)(de)(de)供需(xu)平衡和(he)市場(chang)穩定。對涉農(nong)商貿企業采取(qu)了(le)(le)(le)(le)(le)扶持政策(ce),鼓勵企業做大做強。特別(bie)為建(jian)立和(he)規范農(nong)村市場(chang)秩序出臺了(le)(le)(le)(le)(le)一(yi)系列政策(ce),保障了(le)(le)(le)(le)(le)城(cheng)鄉(xiang)消費者的(de)(de)(de)(de)權利。初步(bu)建(jian)立了(le)(le)(le)(le)(le)重要商品(pin)的(de)(de)(de)(de)市場(chang)準入制度和(he)流(liu)(liu)通監管(guan)制度。采取(qu)措施(shi)推動了(le)(le)(le)(le)(le)城(cheng)鄉(xiang)統一(yi)市場(chang)的(de)(de)(de)(de)形成和(he)流(liu)(liu)通業的(de)(de)(de)(de)有序競爭。

  由于(yu)多(duo)年來受 “重(zhong)生產、輕流通”、“重(zhong)城市、輕農村(cun)”等(deng)非科學(xue)發展思想(xiang)的(de)影響,我國的(de)農村(cun)市場(chang)體系建(jian)設(she)相對于(yu)國民經(jing)濟和農村(cun)經(jing)濟的(de)發展仍顯落(luo)后。

  一是(shi)農村市(shi)場(chang)缺乏合理規劃和指導。重復建設和市(shi)場(chang)缺失(shi)并存。有的(de)地方市(shi)場(chang)分布過多、浪費嚴重,導致“有場(chang)無市(shi)”、“空殼市(shi)場(chang)”;有的(de)地方市(shi)場(chang)建設不足,沿街叫賣、沿街為市(shi)、占(zhan)道(dao)為市(shi)的(de)現象比(bi)比(bi)皆(jie)是(shi)。市(shi)場(chang)管理落后,重收費、輕(qing)服務現象突出。

  二是農村(cun)流通經(jing)營(ying)業態及經(jing)營(ying)方式陳(chen)舊。農村(cun)市場實(shi)行連鎖(suo)經(jing)營(ying)的(de)交(jiao)易額(e)占農村(cun)總交(jiao)易額(e)的(de)比重不足10%;農村(cun)日用(yong)消費品90%以上通過對手交(jiao)易銷售;農村(cun)商(shang)品流通的(de)信息化建設(she)處(chu)于起步階段,農村(cun)批發市場僅有(you)923%的(de)市場全部或(huo)部分采用(yong)了電子商(shang)務交(jiao)易技術。

  三是(shi)市(shi)場(chang)主體(ti)規(gui)模(mo)小(xiao)、實力(li)弱,大(da)市(shi)場(chang)與小(xiao)生產的(de)矛盾突(tu)出(chu)。大(da)量的(de)農(nong)(nong)村市(shi)場(chang)主體(ti)是(shi)個體(ti)商戶、運銷(xiao)大(da)戶和經(jing)紀人(ren),經(jing)營條(tiao)件簡陋,經(jing)營方式落(luo)后,專(zhuan)業(ye)化(hua)素質(zhi)低。農(nong)(nong)民流通合作(zuo)經(jing)濟組(zu)織(zhi)雖然數量不少(shao),但規(gui)模(mo)小(xiao)、實力(li)弱,市(shi)場(chang)覆蓋率低。農(nong)(nong)民進入(ru)流通領域基本上是(shi)散兵游勇、各自為戰,難以適應市(shi)場(chang)變(bian)化(hua)的(de)需要。

  四是法(fa)(fa)律(lv)法(fa)(fa)規和政策(ce)不(bu)健全、市(shi)場(chang)監管(guan)乏力。涉及農(nong)(nong)(nong)(nong)村(cun)流(liu)通(tong)的(de)一些重(zhong)要(yao)法(fa)(fa)律(lv)法(fa)(fa)規尚(shang)未出(chu)臺,地區(qu)封鎖仍時有發(fa)生,阻礙了全國統一市(shi)場(chang)的(de)形(xing)成。農(nong)(nong)(nong)(nong)村(cun)市(shi)場(chang)存在有法(fa)(fa)不(bu)依、執法(fa)(fa)不(bu)嚴的(de)現象,不(bu)少執法(fa)(fa)部(bu)門(men)重(zhong)復(fu)檢(jian)查,盲目檢(jian)查,以罰款代管(guan)理,干(gan)擾了農(nong)(nong)(nong)(nong)村(cun)商(shang)品(pin)(pin)流(liu)通(tong)的(de)正常(chang)經營秩(zhi)序。農(nong)(nong)(nong)(nong)村(cun)市(shi)場(chang)劣質商(shang)品(pin)(pin)流(liu)通(tong)、亂漲價、欺行霸市(shi)等(deng)問(wen)題(ti)比較(jiao)突出(chu),農(nong)(nong)(nong)(nong)民(min)利益時常(chang)受到損害。

  (二)發展環境

  農村(cun)市場體系建設(she)是(shi)我(wo)(wo)國經(jing)濟(ji)(ji)發展進入新(xin)的(de)戰略(lve)機遇期提出的(de)戰略(lve)任務(wu),是(shi)建設(she)社會主義新(xin)農村(cun)的(de)重(zhong)要(yao)內容。隨著(zhu)我(wo)(wo)國綜合國力(li)的(de)增(zeng)強,通(tong)過工業反(fan)哺(bu)農業、城市支持(chi)農村(cun),實行以(yi)城帶鄉、以(yi)工促農、城鄉互動、協調發展,才能逐步(bu)改變城鄉二元經(jing)濟(ji)(ji)結構,切實解決“三農”問題。加(jia)強農村(cun)市場體系建設(she)具有重(zhong)要(yao)的(de)現實戰略(lve)意義。

  農(nong)村(cun)市(shi)(shi)場(chang)體(ti)系(xi)建設是落(luo)實(shi)中央(yang)、國務(wu)院一(yi)系(xi)列關(guan)于“三(san)農(nong)”問題的政(zheng)策和措(cuo)施,穩(wen)定提高農(nong)民(min)收(shou)(shou)入(ru)(ru)的重(zhong)要(yao)保障。國家統計局的數據表明,我(wo)國農(nong)民(min)的現金收(shou)(shou)入(ru)(ru)占純(chun)收(shou)(shou)入(ru)(ru)的比重(zhong)已(yi)接近(jin)90%。在(zai)(zai)農(nong)民(min)的消(xiao)費總(zong)量中,除40%的食品(pin)(pin)由農(nong)民(min)自己滿足之外(wai),其余消(xiao)費活動(dong)完全市(shi)(shi)場(chang)化。但由于我(wo)國耕地資(zi)源缺乏、勞動(dong)力規模巨大,農(nong)民(min)只能是“小規模經營市(shi)(shi)場(chang)主體(ti)”或“專業(ye)(ye)化的小規模生產者(zhe)”。農(nong)民(min)從(cong)農(nong)業(ye)(ye)中獲得的現金收(shou)(shou)入(ru)(ru)不到總(zong)現金收(shou)(shou)入(ru)(ru)的一(yi)半,必須(xu)在(zai)(zai)農(nong)業(ye)(ye)的產前產后尋找收(shou)(shou)入(ru)(ru)增(zeng)長點,在(zai)(zai)更廣闊的農(nong)村(cun)與(yu)城市(shi)(shi)經濟互(hu)動(dong)中謀(mou)取就業(ye)(ye)機會。據測算(suan),在(zai)(zai)縣以(yi)下消(xiao)費品(pin)(pin)流通(tong)以(yi)及運輸業(ye)(ye)領域(yu),由農(nong)民(min)創造的GDP占60%左右,增(zeng)收(shou)(shou)潛(qian)力在(zai)(zai)700億元左右。農(nong)業(ye)(ye)生產資(zi)料流通(tong)也有很大增(zeng)收(shou)(shou)空間。這就需要(yao)疏(shu)通(tong)農(nong)村(cun)市(shi)(shi)場(chang)渠道、降低入(ru)(ru)市(shi)(shi)門檻,使農(nong)民(min)真正(zheng)成為農(nong)村(cun)市(shi)(shi)場(chang)的主體(ti)。

  農(nong)(nong)村(cun)市場交(jiao)易(yi)總量(liang)的(de)(de)(de)(de)(de)(de)(de)迅(xun)速增長迫切要求(qiu)加快農(nong)(nong)村(cun)市場體(ti)系(xi)建設(she)。“十一五”期間,在(zai)我國農(nong)(nong)村(cun)人口占總人口的(de)(de)(de)(de)(de)(de)(de)比重(zhong)將(jiang)逐步下降的(de)(de)(de)(de)(de)(de)(de)大(da)背景下,農(nong)(nong)村(cun)市場活動的(de)(de)(de)(de)(de)(de)(de)總規模還將(jiang)繼續擴大(da)。據預測(ce),“十一五”期末,我國居民食品支出需求(qiu)總額將(jiang)達(da)到36200億(yi)元(yuan)(yuan),農(nong)(nong)產(chan)品需求(qiu)總量(liang)將(jiang)穩步增長;農(nong)(nong)民人均(jun)純收(shou)入(ru)如果(guo)在(zai)2005年3255元(yuan)(yuan)的(de)(de)(de)(de)(de)(de)(de)基礎上繼續按照5%的(de)(de)(de)(de)(de)(de)(de)速度增長,將(jiang)達(da)到4154元(yuan)(yuan),由此(ci)產(chan)生的(de)(de)(de)(de)(de)(de)(de)農(nong)(nong)村(cun)市場消費需求(qiu)約22萬(wan)億(yi)元(yuan)(yuan),加上農(nong)(nong)民對生產(chan)資料的(de)(de)(de)(de)(de)(de)(de)需求(qiu),農(nong)(nong)民的(de)(de)(de)(de)(de)(de)(de)支出總量(liang)將(jiang)超過3萬(wan)億(yi)元(yuan)(yuan)。完成如此(ci)巨大(da)的(de)(de)(de)(de)(de)(de)(de)商品交(jiao)易(yi)量(liang),實現城(cheng)鄉商品流通的(de)(de)(de)(de)(de)(de)(de)供(gong)求(qiu)平衡(heng),是(shi)目前的(de)(de)(de)(de)(de)(de)(de)農(nong)(nong)村(cun)流通網(wang)絡無法(fa)承受(shou)的(de)(de)(de)(de)(de)(de)(de),是(shi)對農(nong)(nong)村(cun)市場體(ti)系(xi)建設(she)提出的(de)(de)(de)(de)(de)(de)(de)巨大(da)挑(tiao)戰。

  世(shi)界經濟(ji)的(de)(de)發(fa)(fa)(fa)(fa)展(zhan)以及(ji)農(nong)(nong)產品(pin)貿易格局的(de)(de)巨大(da)(da)變(bian)化(hua),也對(dui)(dui)我(wo)國農(nong)(nong)村市(shi)(shi)場(chang)發(fa)(fa)(fa)(fa)展(zhan)提出了(le)嚴峻挑戰。近幾十年(nian)來,西方主要發(fa)(fa)(fa)(fa)達(da)國家的(de)(de)新(xin)型流通業(ye)態獲得巨大(da)(da)發(fa)(fa)(fa)(fa)展(zhan),一(yi)大(da)(da)批從事農(nong)(nong)產品(pin)和(he)農(nong)(nong)業(ye)生(sheng)產資(zi)料貿易的(de)(de)巨型企業(ye)以先進(jin)的(de)(de)管理手(shou)段和(he)資(zi)金實(shi)力確立了(le)國際(ji)市(shi)(shi)場(chang)上的(de)(de)競爭優勢。各類農(nong)(nong)民合作經濟(ji)組(zu)織在流通領(ling)域大(da)(da)顯身手(shou),加上西方國家政(zheng)(zheng)府各種(zhong)財政(zheng)(zheng)、信貸(dai)、貿易政(zheng)(zheng)策的(de)(de)支持,對(dui)(dui)國際(ji)農(nong)(nong)產品(pin)貿易發(fa)(fa)(fa)(fa)生(sheng)巨大(da)(da)影響。大(da)(da)型商(shang)貿連(lian)鎖企業(ye)憑借全(quan)球范圍(wei)采購商(shang)品(pin)的(de)(de)網絡(luo)優勢,把經營觸(chu)角伸向不(bu)發(fa)(fa)(fa)(fa)達(da)國家的(de)(de)農(nong)(nong)村地區。要擴大(da)(da)農(nong)(nong)產品(pin)出口,增(zeng)強(qiang)民族流通企業(ye)的(de)(de)競爭力,加強(qiang)農(nong)(nong)村市(shi)(shi)場(chang)體系建設更是迫在眉睫。

  二、指導思想、原則和總體目標

  (一)指導思想

  以鄧小平理論和(he)“三個代(dai)表”重要思想(xiang)為(wei)指(zhi)導,認真(zhen)貫徹黨的十六(liu)(liu)大和(he)十六(liu)(liu)屆(jie)三中、四中、五中全會(hui)精神,全面落實科學發展觀,按照(zhao)建(jian)設“統一(yi)、開放(fang)、競爭、有序(xu)”現(xian)代(dai)市場體系的要求,解放(fang)思想(xiang),銳意創新,充分發揮(hui)流通在連接生(sheng)產與(yu)消費、農民(min)與(yu)市場之間的橋梁和(he)紐帶作用,促進農業生(sheng)產,發展農村(cun)經(jing)濟(ji),增加(jia)農民(min)收(shou)入,積極推進社會(hui)主義新農村(cun)的建(jian)設。

  (二)基本原則

  1、政府引導與市場調(diao)節相結(jie)合

  加強(qiang)政(zheng)(zheng)(zheng)府(fu)(fu)對農村(cun)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)體系建(jian)設(she)(she)(she)(she)的(de)(de)(de)宏(hong)觀調控,保障(zhang)農村(cun)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)建(jian)設(she)(she)(she)(she)的(de)(de)(de)適(shi)當速度與(yu)(yu)合理規模,優化農村(cun)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)的(de)(de)(de)行業(ye)與(yu)(yu)地區(qu)結(jie)構。注重(zhong)(zhong)大中(zhong)型和小(xiao)型市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)比例(li)的(de)(de)(de)協(xie)調,處(chu)理好建(jian)設(she)(she)(she)(she)新(xin)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)與(yu)(yu)改(gai)造舊市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)關系,促進市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)的(de)(de)(de)有序建(jian)設(she)(she)(she)(she)、合理布局和功能完(wan)善。發(fa)(fa)揮(hui)(hui)公共財政(zheng)(zheng)(zheng)和產(chan)業(ye)政(zheng)(zheng)(zheng)策的(de)(de)(de)引導作用,從財政(zheng)(zheng)(zheng)、信(xin)貸、稅收等各方(fang)面(mian),對重(zhong)(zhong)點發(fa)(fa)展領域(yu)、重(zhong)(zhong)要市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)主(zhu)體、重(zhong)(zhong)大建(jian)設(she)(she)(she)(she)項目(mu)和中(zhong)西部欠(qian)發(fa)(fa)達地區(qu)實施傾斜(xie),建(jian)設(she)(she)(she)(she)與(yu)(yu)農村(cun)城市(shi)(shi)(shi)(shi)(shi)化、工業(ye)化進程相適(shi)應(ying)的(de)(de)(de),具有較高技術水平(ping)的(de)(de)(de)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)設(she)(she)(she)(she)施和現代(dai)化物流體系,加快培育以連鎖經營等新(xin)型經營業(ye)態為主(zhu)的(de)(de)(de)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)主(zhu)體。積極調動社(she)(she)會力量參(can)與(yu)(yu)農村(cun)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)體系建(jian)設(she)(she)(she)(she),支持國內外流通企(qi)業(ye)進入農村(cun)流通領域(yu)。發(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)府(fu)(fu)政(zheng)(zheng)(zheng)策對私人投資(zi)(zi)的(de)(de)(de)引導作用,提高私人投資(zi)(zi)的(de)(de)(de)經濟效(xiao)益(yi)和社(she)(she)會效(xiao)益(yi)。充分尊(zun)重(zhong)(zhong)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)規律,發(fa)(fa)揮(hui)(hui)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)對各類商(shang)業(ye)資(zi)(zi)本投資(zi)(zi)的(de)(de)(de)調節作用,政(zheng)(zheng)(zheng)府(fu)(fu)為市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)運行創造良好社(she)(she)會環(huan)境,為市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)主(zhu)體提供有效(xiao)服務。

  2、均衡發展與突出(chu)重點相(xiang)結合(he)

  充分(fen)考(kao)慮農(nong)產品、農(nong)業(ye)(ye)生產資料和(he)(he)(he)農(nong)村消費品市(shi)場(chang)的不(bu)同(tong)特(te)點(dian),以及東、中、西部不(bu)同(tong)區(qu)域市(shi)場(chang)的發展(zhan)情況(kuang),兼顧(gu)城鄉市(shi)場(chang)的協調發展(zhan)和(he)(he)(he)綜合、專(zhuan)業(ye)(ye)等(deng)各類別市(shi)場(chang)的實際狀況(kuang),實現不(bu)同(tong)區(qu)域、不(bu)同(tong)類別市(shi)場(chang)的均衡發展(zhan);同(tong)時(shi)根據不(bu)同(tong)時(shi)期(qi)農(nong)村工(gong)作的重(zhong)點(dian)和(he)(he)(he)農(nong)村經(jing)濟(ji)發展(zhan)的實際需(xu)要(yao),突出重(zhong)點(dian),著(zhu)力解(jie)決農(nong)村市(shi)場(chang)體(ti)系建設中的熱點(dian)、難(nan)點(dian)問題,在重(zhong)點(dian)地區(qu)和(he)(he)(he)重(zhong)點(dian)領域要(yao)有所突破。統(tong)籌考(kao)慮近期(qi)和(he)(he)(he)遠期(qi)市(shi)場(chang)發展(zhan)狀況(kuang),把(ba)近期(qi)發展(zhan)需(xu)要(yao)與(yu)中長期(qi)發展(zhan)趨勢結(jie)合起來,留足發展(zhan)空間,保持發展(zhan)后勁,實現可(ke)持續發展(zhan);考(kao)慮當前我國農(nong)村流(liu)通的實際發展(zhan)水平,注意近期(qi)目(mu)標(biao)(biao)與(yu)長期(qi)發展(zhan)目(mu)標(biao)(biao)的銜接,有重(zhong)點(dian)、分(fen)步驟地推進(jin)農(nong)村市(shi)場(chang)體(ti)系建設。

  3、對內搞(gao)活與(yu)對外開放相結合

  加快城(cheng)(cheng)(cheng)鄉(xiang)(xiang)市(shi)場(chang)(chang)統一(yi)(yi)的(de)(de)(de)(de)步(bu)伐(fa),逐步(bu)改變我(wo)(wo)國(guo)(guo)城(cheng)(cheng)(cheng)鄉(xiang)(xiang)二元經(jing)(jing)濟結(jie)(jie)構(gou),加強(qiang)(qiang)城(cheng)(cheng)(cheng)市(shi)商業(ye)(ye)(ye)對(dui)農村(cun)(cun)(cun)市(shi)場(chang)(chang)的(de)(de)(de)(de)輻(fu)射(she)帶動作(zuo)(zuo)用;通(tong)(tong)過連(lian)鎖、特許經(jing)(jing)營(ying)(ying)、合(he)作(zuo)(zuo)和(he)(he)農商一(yi)(yi)體(ti)化等(deng)途徑,形成城(cheng)(cheng)(cheng)鄉(xiang)(xiang)之間消(xiao)費品(pin)、生產(chan)(chan)資料和(he)(he)農產(chan)(chan)品(pin)雙向流動、快捷順暢(chang)的(de)(de)(de)(de)流通(tong)(tong)網絡,創(chuang)造性(xing)地(di)建設符合(he)農村(cun)(cun)(cun)經(jing)(jing)濟社(she)會(hui)發(fa)(fa)展實(shi)(shi)(shi)際(ji)的(de)(de)(de)(de)流通(tong)(tong)模式(shi),提(ti)升農村(cun)(cun)(cun)市(shi)場(chang)(chang)體(ti)系的(de)(de)(de)(de)現代化水平。加快與(yu)國(guo)(guo)際(ji)市(shi)場(chang)(chang)的(de)(de)(de)(de)融(rong)合(he),擴大農產(chan)(chan)品(pin)出口;擴大農村(cun)(cun)(cun)市(shi)場(chang)(chang)對(dui)外開(kai)放的(de)(de)(de)(de)廣度和(he)(he)深度,逐步(bu)引進(jin)、消(xiao)化、吸(xi)收(shou)和(he)(he)嫁接國(guo)(guo)際(ji)先進(jin)的(de)(de)(de)(de)農村(cun)(cun)(cun)商品(pin)流通(tong)(tong)模式(shi)、經(jing)(jing)營(ying)(ying)理念和(he)(he)營(ying)(ying)銷方(fang)式(shi),加強(qiang)(qiang)對(dui)國(guo)(guo)際(ji)先進(jin)流通(tong)(tong)技術的(de)(de)(de)(de)跟蹤研究,并結(jie)(jie)合(he)我(wo)(wo)國(guo)(guo)農村(cun)(cun)(cun)實(shi)(shi)(shi)際(ji)開(kai)發(fa)(fa)創(chuang)新,實(shi)(shi)(shi)現農村(cun)(cun)(cun)市(shi)場(chang)(chang)的(de)(de)(de)(de)交(jiao)易(yi)規則(ze)、交(jiao)易(yi)方(fang)式(shi)和(he)(he)交(jiao)易(yi)手(shou)段的(de)(de)(de)(de)進(jin)步(bu)。促進(jin)農村(cun)(cun)(cun)商業(ye)(ye)(ye)與(yu)國(guo)(guo)際(ji)商業(ye)(ye)(ye)的(de)(de)(de)(de)合(he)資合(he)作(zuo)(zuo),在競(jing)爭中(zhong)提(ti)高國(guo)(guo)內涉農流通(tong)(tong)企(qi)業(ye)(ye)(ye)的(de)(de)(de)(de)競(jing)爭力,加速我(wo)(wo)國(guo)(guo)農村(cun)(cun)(cun)市(shi)場(chang)(chang)現代化進(jin)程(cheng)。努力擴大農村(cun)(cun)(cun)流通(tong)(tong)領(ling)域利用外資的(de)(de)(de)(de)規模,優化布(bu)局和(he)(he)結(jie)(jie)構(gou)。東部地(di)區要加強(qiang)(qiang)農村(cun)(cun)(cun)商業(ye)(ye)(ye)利用外資的(de)(de)(de)(de)規劃,擴大規模,促進(jin)內外資企(qi)業(ye)(ye)(ye)協調發(fa)(fa)展。引導和(he)(he)鼓勵(li)外商到(dao)中(zhong)西部農村(cun)(cun)(cun)流通(tong)(tong)領(ling)域發(fa)(fa)展,促進(jin)中(zhong)西部地(di)區和(he)(he)農村(cun)(cun)(cun)的(de)(de)(de)(de)商品(pin)市(shi)場(chang)(chang)建設。

  (三)總體目標

  根據我國(guo)農(nong)村(cun)(cun)(cun)(cun)市(shi)(shi)(shi)場體(ti)(ti)(ti)(ti)系(xi)的現狀,借鑒國(guo)外的發(fa)(fa)展(zhan)經(jing)驗(yan),結合(he)(he)國(guo)內外經(jing)濟(ji)形勢與背景(jing),適應農(nong)村(cun)(cun)(cun)(cun)經(jing)濟(ji)社會(hui)發(fa)(fa)展(zhan)對(dui)農(nong)村(cun)(cun)(cun)(cun)市(shi)(shi)(shi)場體(ti)(ti)(ti)(ti)系(xi)建(jian)(jian)設(she)的要求,“十一五”期間(jian)農(nong)村(cun)(cun)(cun)(cun)市(shi)(shi)(shi)場體(ti)(ti)(ti)(ti)系(xi)建(jian)(jian)設(she)規劃的總體(ti)(ti)(ti)(ti)目標(biao)是:到2010年(nian),初步(bu)形成(cheng)以鄉村(cun)(cun)(cun)(cun)零(ling)售網點為基礎,以大中型批(pi)發(fa)(fa)市(shi)(shi)(shi)場和(he)連(lian)鎖配送(song)中心為骨干(gan),以各類(lei)農(nong)村(cun)(cun)(cun)(cun)流通(tong)合(he)(he)作經(jing)濟(ji)組織和(he)大中型農(nong)村(cun)(cun)(cun)(cun)流通(tong)企(qi)業為主體(ti)(ti)(ti)(ti),農(nong)產品、消費品和(he)農(nong)業生產資料市(shi)(shi)(shi)場均衡(heng)發(fa)(fa)展(zhan),城鄉市(shi)(shi)(shi)場相互融合(he)(he)、內外貿易緊密聯系(xi),法(fa)制健全(quan)、布(bu)局合(he)(he)理、服務規范、組織化程度較高的農(nong)村(cun)(cun)(cun)(cun)市(shi)(shi)(shi)場體(ti)(ti)(ti)(ti)系(xi),初步(bu)建(jian)(jian)立適應社會(hui)主義新農(nong)村(cun)(cun)(cun)(cun)發(fa)(fa)展(zhan)的農(nong)村(cun)(cun)(cun)(cun)商品流通(tong)體(ti)(ti)(ti)(ti)制。

  2010年預期實現(xian)的(de)市場規模主要指標是:

  ——全國50%以上的(de)縣市(shi)制定“萬(wan)村(cun)千(qian)鄉(xiang)市(shi)場(chang)工程”建設規劃;“萬(wan)村(cun)千(qian)鄉(xiang)市(shi)場(chang)工程”發展的(de)農家(jia)店覆蓋85%的(de)鄉(xiang)鎮、65%的(de)行政村(cun)。

  ——全國縣(xian)及縣(xian)以下社(she)會(hui)消費品(pin)零售總(zong)額達(da)到(dao)35萬億元,平均年增長約10%;在農(nong)村縣(xian)及縣(xian)以下消費品(pin)連鎖(suo)經營比(bi)重達(da)到(dao)20%。

  ——全國農業(ye)生產資料銷售額達(da)到11萬億元,平均年(nian)增長10%;培育(yu)10家年(nian)銷售額在100億元以上的大型農資流通經營企業(ye)。

  ——全國(guo)農副產(chan)(chan)品購進額(e)達到(dao)23萬(wan)億元,平均年(nian)增長75%;農產(chan)(chan)品在超市(shi)、便利店等(deng)新型(xing)零售業態中(zhong)的銷售額(e)占全部農產(chan)(chan)品零售額(e)的1/3以(yi)上。

  三、“十一五”期間農村市場體系建設的主要任務

  全面(mian)推(tui)進(jin)以建立(li)農村商品流通網(wang)絡為目的(de)的(de)“萬村千鄉市場工程(cheng)”,充分發揮其在改善農村消(xiao)費,增加(jia)農民收入,提高農業綜合生產能(neng)力方面(mian)的(de)作用(yong)。

  (一)培育(yu)市(shi)場主體,增強流通(tong)企業活力

  盡快制(zhi)定(ding)和完(wan)善農產(chan)品進入(ru)市(shi)(shi)場的(de)質量安(an)(an)全標(biao)準(zhun)體(ti)系,制(zhi)定(ding)農產(chan)品的(de)市(shi)(shi)場交(jiao)易標(biao)準(zhun)和檢(jian)測標(biao)準(zhun)。積(ji)極推(tui)行農產(chan)品市(shi)(shi)場準(zhun)入(ru)制(zhi)度,實(shi)行農產(chan)品包(bao)裝、流通、供應環(huan)節(jie)的(de)標(biao)準(zhun)化管(guan)理。建立(li)健全農產(chan)品檢(jian)驗檢(jian)測體(ti)系,整合有關部門和社會各方面的(de)檢(jian)測機(ji)構和資源,提高檢(jian)驗檢(jian)測技術(shu)水平,形成分(fen)工明確、高效(xiao)可(ke)靠的(de)農產(chan)品質量安(an)(an)全檢(jian)驗檢(jian)測機(ji)構體(ti)系。

  初步建立起主(zhu)要(yao)農(nong)(nong)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)生產(chan)(chan)(chan)(chan)、供(gong)求、價(jia)(jia)格(ge)、監(jian)測與預警體系。加(jia)強省、地(di)(市)特別(bie)是縣(xian)鄉級農(nong)(nong)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)生產(chan)(chan)(chan)(chan)信息(xi)(xi)的搜集、處理和(he)(he)發布工作;加(jia)快(kuai)農(nong)(nong)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)信息(xi)(xi)網絡(luo)和(he)(he)價(jia)(jia)格(ge)監(jian)測網絡(luo)建設;建立農(nong)(nong)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)信息(xi)(xi)發布制度,及時通(tong)報國(guo)內外農(nong)(nong)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)市場動態,提供(gong)農(nong)(nong)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)市場分析(xi)和(he)(he)預測報告;完善價(jia)(jia)格(ge)監(jian)測體系,提高農(nong)(nong)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)供(gong)求、價(jia)(jia)格(ge)監(jian)測預警能力;建立農(nong)(nong)產(chan)(chan)(chan)(chan)品(pin)(pin)(pin)市場供(gong)求和(he)(he)價(jia)(jia)格(ge)異常波(bo)動的應急(ji)機制。

  建(jian)立和(he)發(fa)展(zhan)(zhan)現代(dai)農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)流(liu)(liu)(liu)(liu)通(tong)體(ti)(ti)系。積極發(fa)展(zhan)(zhan)農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)連鎖經(jing)(jing)營(ying)(ying)(ying),建(jian)立以集中采(cai)(cai)購、統一配送為核(he)心(xin)的(de)新(xin)型(xing)(xing)營(ying)(ying)(ying)銷體(ti)(ti)系;“十一五”期間重點發(fa)展(zhan)(zhan)10家年銷售額超過100億(yi)元的(de)大(da)型(xing)(xing)農(nong)(nong)(nong)(nong)(nong)業(ye)生(sheng)(sheng)產資(zi)(zi)料流(liu)(liu)(liu)(liu)通(tong)經(jing)(jing)營(ying)(ying)(ying)企業(ye)。放開(kai)農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)市場(chang)準入(ru)條(tiao)件,鼓勵(li)各類投資(zi)(zi)主體(ti)(ti)進(jin)入(ru)農(nong)(nong)(nong)(nong)(nong)業(ye)生(sheng)(sheng)產資(zi)(zi)料流(liu)(liu)(liu)(liu)通(tong)領域,通(tong)過新(xin)建(jian)、兼并(bing)、聯(lian)合等方(fang)(fang)式參與農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)經(jing)(jing)營(ying)(ying)(ying);充分發(fa)揮農(nong)(nong)(nong)(nong)(nong)村現有(you)(you)流(liu)(liu)(liu)(liu)通(tong)網(wang)絡的(de)作用(yong),為農(nong)(nong)(nong)(nong)(nong)民消費農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)商品提供便利;盡快形(xing)成多(duo)種(zhong)所有(you)(you)制并(bing)存(cun),以品牌特許(xu)、采(cai)(cai)購配送服務、經(jing)(jing)營(ying)(ying)(ying)指導(dao)等多(duo)種(zhong)方(fang)(fang)式并(bing)舉,覆蓋面廣的(de)農(nong)(nong)(nong)(nong)(nong)業(ye)生(sheng)(sheng)產資(zi)(zi)料流(liu)(liu)(liu)(liu)通(tong)網(wang)絡。鼓勵(li)農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)生(sheng)(sheng)產企業(ye)按照(zhao)公(gong)平競爭原則直接進(jin)入(ru)流(liu)(liu)(liu)(liu)通(tong)領域,降(jiang)低流(liu)(liu)(liu)(liu)通(tong)費用(yong),真正讓農(nong)(nong)(nong)(nong)(nong)民受益。鼓勵(li)有(you)(you)條(tiao)件農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)企業(ye)采(cai)(cai)取特許(xu)經(jing)(jing)營(ying)(ying)(ying)方(fang)(fang)式,吸引小(xiao)型(xing)(xing)農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)經(jing)(jing)營(ying)(ying)(ying)企業(ye)加盟(meng),擴大(da)經(jing)(jing)營(ying)(ying)(ying)規模。引進(jin)國外資(zi)(zi)金、技(ji)術(shu)和(he)管理經(jing)(jing)驗改造提升農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)經(jing)(jing)營(ying)(ying)(ying)網(wang)絡,加快農(nong)(nong)(nong)(nong)(nong)資(zi)(zi)流(liu)(liu)(liu)(liu)通(tong)現代(dai)化步伐。

  建立和(he)完善(shan)農(nong)(nong)(nong)(nong)業(ye)生(sheng)產(chan)資(zi)(zi)(zi)(zi)料(liao)服(fu)(fu)(fu)務體系(xi)。鼓勵農(nong)(nong)(nong)(nong)資(zi)(zi)(zi)(zi)流通企(qi)業(ye)將農(nong)(nong)(nong)(nong)資(zi)(zi)(zi)(zi)銷售與服(fu)(fu)(fu)務緊密(mi)結合(he)(he)起來,開展配送、加工、采(cai)購服(fu)(fu)(fu)務和(he)技(ji)術服(fu)(fu)(fu)務及農(nong)(nong)(nong)(nong)機具租賃等多(duo)樣化服(fu)(fu)(fu)務,為農(nong)(nong)(nong)(nong)民提(ti)供產(chan)前、產(chan)中、產(chan)后技(ji)術服(fu)(fu)(fu)務,大力(li)推廣有利(li)于保護生(sheng)態環(huan)境和(he)提(ti)高農(nong)(nong)(nong)(nong)產(chan)品質量、科技(ji)含量較高的(de)新型(xing)農(nong)(nong)(nong)(nong)資(zi)(zi)(zi)(zi)產(chan)品。農(nong)(nong)(nong)(nong)資(zi)(zi)(zi)(zi)生(sheng)產(chan)企(qi)業(ye)要加強與農(nong)(nong)(nong)(nong)資(zi)(zi)(zi)(zi)流通企(qi)業(ye)協調合(he)(he)作(zuo),研制(zhi)生(sheng)產(chan)適合(he)(he)不同地(di)區、不同季節和(he)不同農(nong)(nong)(nong)(nong)產(chan)品種植特(te)點的(de)新型(xing)農(nong)(nong)(nong)(nong)資(zi)(zi)(zi)(zi)產(chan)品。

  整頓(dun)和規(gui)范農(nong)(nong)(nong)業(ye)(ye)(ye)生(sheng)產資(zi)(zi)料市場(chang)秩(zhi)序。完善(shan)種子、農(nong)(nong)(nong)藥、獸藥、化(hua)肥、農(nong)(nong)(nong)機(ji)具等產品經(jing)營的市場(chang)準入制(zhi)度,嚴厲打擊制(zhi)售(shou)假(jia)冒劣質農(nong)(nong)(nong)資(zi)(zi)產品等坑農(nong)(nong)(nong)害農(nong)(nong)(nong)行(xing)(xing)(xing)為。對農(nong)(nong)(nong)資(zi)(zi)產品生(sheng)產經(jing)營者實行(xing)(xing)(xing)信用(yong)等級分(fen)類監管,健全(quan)農(nong)(nong)(nong)資(zi)(zi)損(sun)害賠償(chang)機(ji)制(zhi)。鼓勵農(nong)(nong)(nong)資(zi)(zi)生(sheng)產和經(jing)營企業(ye)(ye)(ye)組(zu)建行(xing)(xing)(xing)業(ye)(ye)(ye)協(xie)會,實行(xing)(xing)(xing)行(xing)(xing)(xing)業(ye)(ye)(ye)自律(lv)。建立健全(quan)農(nong)(nong)(nong)資(zi)(zi)價格監控體系,穩定農(nong)(nong)(nong)資(zi)(zi)產品價格。

  四、政策措施

  (一)建(jian)立健全(quan)農村市(shi)場的法律法規體系

  加快農(nong)(nong)(nong)村市場(chang)(chang)體(ti)系立法(fa)工作(zuo),清理(li)不合(he)時宜的(de)法(fa)規(gui)(gui)、法(fa)律和(he)(he)政策,逐(zhu)步完善農(nong)(nong)(nong)村市場(chang)(chang)法(fa)律法(fa)規(gui)(gui)體(ti)系。盡(jin)快制定農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)批發市場(chang)(chang)、農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)運銷(xiao)和(he)(he)監管等方面的(de)法(fa)律法(fa)規(gui)(gui)及(ji)配套措施(shi)(shi)、實施(shi)(shi)細則,為(wei)健全市場(chang)(chang)管理(li)創造良好的(de)法(fa)規(gui)(gui)制度環境(jing)。制定農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)質量(liang)安(an)全、食品(pin)安(an)全方面的(de)法(fa)律,參照(zhao)國際(ji)農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)質量(liang)安(an)全標(biao)準并結合(he)中國實際(ji)出臺涉及(ji)農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)質量(liang)安(an)全標(biao)準體(ti)系、檢驗檢測(ce)體(ti)系方面的(de)相關法(fa)規(gui)(gui)制度,為(wei)加強農(nong)(nong)(nong)產(chan)(chan)(chan)品(pin)質量(liang)安(an)全管理(li)提供法(fa)律依據、制度保障和(he)(he)操作(zuo)規(gui)(gui)范。對于正在實施(shi)(shi)的(de)各(ge)項法(fa)規(gui)(gui),要適應形勢變化的(de)需要及(ji)時予以修訂(ding)。

  (二)加強對農村市場體系(xi)建設的(de)規劃

  農村(cun)市(shi)場體系建設規劃是國(guo)(guo)民經濟中長期發展(zhan)規劃的重要組(zu)成部分(fen)。國(guo)(guo)家在建立國(guo)(guo)內(nei)外(wai)市(shi)場相互統一的監(jian)測調控(kong)機制的同時(shi),加(jia)強(qiang)對農村(cun)重要商品、重點企業(ye)及重點市(shi)場的監(jian)測分(fen)析,確立運(yun)用進出(chu)口、儲備等(deng)對國(guo)(guo)內(nei)農產(chan)品和農業(ye)生產(chan)資料市(shi)場進行調控(kong)的手段(duan),提(ti)高應對突(tu)發事件及市(shi)場異常波動的能力(li)和水平(ping)。

  各(ge)地要從實(shi)際出發,制(zhi)(zhi)定(ding)農(nong)村市(shi)場(chang)發展規(gui)劃(hua),明確(que)建設(she)重(zhong)點,加強(qiang)對投資(zi)方向的(de)引導。有條件的(de)縣市(shi)要制(zhi)(zhi)定(ding)和(he)完善農(nong)村市(shi)場(chang)體系(xi)建設(she)規(gui)劃(hua),對流通設(she)施(shi)的(de)總量、布局結構和(he)市(shi)場(chang)需求(qiu)進行全面(mian)調查,并建立農(nong)村市(shi)場(chang)資(zi)源信息系(xi)統,為加強(qiang)農(nong)村商品市(shi)場(chang)建設(she)的(de)科學管理提(ti)供依據。

  (三)強化政府對(dui)農村(cun)市(shi)場(chang)體系建設的管理和引導(dao)

  增強政(zheng)府使(shi)用(yong)價(jia)(jia)格、財(cai)政(zheng)和(he)信貸杠桿對農(nong)(nong)(nong)(nong)村(cun)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)建(jian)(jian)(jian)設(she)和(he)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)運(yun)行進行調節的(de)能力(li)(li)。加(jia)強涉農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品價(jia)(jia)格和(he)收費管(guan)理,規(gui)范農(nong)(nong)(nong)(nong)村(cun)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)價(jia)(jia)格秩序,促(cu)進農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品價(jia)(jia)格保(bao)持(chi)(chi)(chi)在合理水(shui)平,穩(wen)定農(nong)(nong)(nong)(nong)業(ye)(ye)生產(chan)(chan)(chan)資(zi)料價(jia)(jia)格。加(jia)大(da)政(zheng)府直接投入和(he)扶持(chi)(chi)(chi)力(li)(li)度,把農(nong)(nong)(nong)(nong)村(cun)流通設(she)施(shi)(shi)納入農(nong)(nong)(nong)(nong)村(cun)基礎設(she)施(shi)(shi)建(jian)(jian)(jian)設(she)范圍,中央和(he)地方財(cai)政(zheng)預(yu)算對農(nong)(nong)(nong)(nong)村(cun)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)體(ti)系(xi)建(jian)(jian)(jian)設(she)資(zi)金(jin)支(zhi)持(chi)(chi)(chi)力(li)(li)度要(yao)逐(zhu)年增加(jia)。要(yao)運(yun)用(yong)財(cai)政(zheng)貼(tie)息(xi)、稅收調節等(deng)措施(shi)(shi)引導商業(ye)(ye)銀行加(jia)大(da)對農(nong)(nong)(nong)(nong)村(cun)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)建(jian)(jian)(jian)設(she)的(de)投入力(li)(li)度,加(jia)大(da)政(zheng)策性銀行的(de)支(zhi)農(nong)(nong)(nong)(nong)作(zuo)(zuo)用(yong),充分(fen)發(fa)(fa)揮農(nong)(nong)(nong)(nong)村(cun)合作(zuo)(zuo)金(jin)融(rong)的(de)支(zhi)農(nong)(nong)(nong)(nong)主力(li)(li)軍作(zuo)(zuo)用(yong),規(gui)范農(nong)(nong)(nong)(nong)村(cun)民間(jian)借貸,形成農(nong)(nong)(nong)(nong)場(chang)(chang)(chang)(chang)(chang)(chang)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)體(ti)系(xi)建(jian)(jian)(jian)設(she)的(de)多(duo)元化投融(rong)資(zi)渠道(dao)。支(zhi)持(chi)(chi)(chi)農(nong)(nong)(nong)(nong)村(cun)流通領域有(you)條件(jian)的(de)企業(ye)(ye)積(ji)極進入證券市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang),擴大(da)企業(ye)(ye)的(de)融(rong)資(zi)渠道(dao)。發(fa)(fa)展農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品期貨(huo)市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)和(he)農(nong)(nong)(nong)(nong)業(ye)(ye)保(bao)險市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang),為管(guan)理農(nong)(nong)(nong)(nong)產(chan)(chan)(chan)品市(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)風(feng)險創造條件(jian)。嚴格財(cai)政(zheng)支(zhi)農(nong)(nong)(nong)(nong)資(zi)金(jin)使(shi)用(yong)程序,完善資(zi)金(jin)使(shi)用(yong)效果的(de)評價(jia)(jia)機制。

  加強財政(zheng)(zheng)、稅收、金融(rong)、貿易(yi)政(zheng)(zheng)策對農(nong)(nong)(nong)村(cun)市(shi)(shi)(shi)(shi)(shi)場體系建設(she)重點項目的支(zhi)(zhi)持(chi)(chi):(1)市(shi)(shi)(shi)(shi)(shi)場基(ji)礎(chu)設(she)施(shi)建設(she)。對“萬村(cun)千鄉市(shi)(shi)(shi)(shi)(shi)場工程”要(yao)繼續采取(qu)財政(zheng)(zheng)扶助措(cuo)施(shi),在總結經(jing)驗的基(ji)礎(chu)上擴(kuo)大支(zhi)(zhi)持(chi)(chi)范圍。對重要(yao)商(shang)品(pin)儲備(bei)設(she)施(shi)、大型(xing)農(nong)(nong)(nong)產品(pin)流通設(she)施(shi)、農(nong)(nong)(nong)村(cun)地區物流配送中心(xin)、市(shi)(shi)(shi)(shi)(shi)場信(xin)息網絡(luo)和電子商(shang)務平臺(tai)等流通基(ji)礎(chu)設(she)施(shi)建設(she),各級政(zheng)(zheng)府在資(zi)金上應予(yu)以(yi)適當支(zhi)(zhi)持(chi)(chi)。(2)農(nong)(nong)(nong)村(cun)市(shi)(shi)(shi)(shi)(shi)場主體建設(she)。對進入(ru)市(shi)(shi)(shi)(shi)(shi)場的農(nong)(nong)(nong)民(min)、農(nong)(nong)(nong)民(min)流通合作經(jing)濟組織、進入(ru)農(nong)(nong)(nong)村(cun)市(shi)(shi)(shi)(shi)(shi)場的商(shang)業流通企(qi)業給(gei)予(yu)支(zhi)(zhi)持(chi)(chi)。(3)農(nong)(nong)(nong)村(cun)市(shi)(shi)(shi)(shi)(shi)場體系建設(she)的軟科學研(yan)究。對農(nong)(nong)(nong)產品(pin)冷(leng)鏈系統研(yan)究、農(nong)(nong)(nong)村(cun)市(shi)(shi)(shi)(shi)(shi)場體系重要(yao)課題的研(yan)究給(gei)予(yu)重點支(zhi)(zhi)持(chi)(chi)。

  工商(shang)(shang)行政(zheng)管理機關要規范市(shi)場交易(yi)(yi)行為(wei),監督(du)農(nong)村流通領域商(shang)(shang)品(pin)質量,依法查處不(bu)正當交易(yi)(yi)和競爭行為(wei),打擊制售假冒偽劣產品(pin)的(de)不(bu)法行為(wei)。加強對市(shi)場舉辦者的(de)行政(zheng)指導,達(da)到自我(wo)管理、自我(wo)約束、自我(wo)規范的(de)目的(de)。簡(jian)化連鎖(suo)企業在農(nong)村開辦網點的(de)工商(shang)(shang)登記手續。

  (四)加強市場監管,規范市場秩序

  維護全國(guo)市(shi)場(chang)(chang)的(de)(de)統一性,認真清理和(he)廢止各種(zhong)阻礙(ai)農產(chan)品(pin)、農業生產(chan)資(zi)(zi)料和(he)農民(min)日用消(xiao)費品(pin)在(zai)全國(guo)范圍內順暢流通的(de)(de)地方性法(fa)規、規章(zhang)和(he)規范性文件,打破行業壟斷(duan)和(he)地區封鎖(suo)。建立重(zhong)要(yao)農業生產(chan)資(zi)(zi)料和(he)農產(chan)品(pin)的(de)(de)市(shi)場(chang)(chang)準(zhun)入(ru)制度,保障農民(min)利益和(he)消(xiao)費者的(de)(de)消(xiao)費安全。對(dui)于違反國(guo)家(jia)規定(ding),設置市(shi)場(chang)(chang)壁壘的(de)(de)行為要(yao)堅決制止;對(dui)于謀取壟斷(duan)利益、擾亂市(shi)場(chang)(chang)秩序的(de)(de)行為要(yao)依(yi)法(fa)嚴厲查(cha)處(chu)。

  加強對農村(cun)(cun)市(shi)場(chang)的監(jian)(jian)督(du)管(guan)理(li),強化商(shang)務(wu)、農業(ye)、工商(shang)、質檢、物價等部門的執(zhi)法(fa)協作,建立信(xin)(xin)息、技術資源共享機制,加大對農村(cun)(cun)市(shi)場(chang)整治力度,嚴厲打擊向農村(cun)(cun)銷售假冒偽(wei)劣食品(pin)、藥品(pin)及農用(yong)(yong)(yong)生產資料等產品(pin)的不(bu)法(fa)行為。積極探索綜合行政(zheng)執(zhi)法(fa),加強行政(zheng)執(zhi)法(fa)與(yu)刑事司(si)法(fa)的銜接。加快(kuai)農村(cun)(cun)商(shang)務(wu)信(xin)(xin)用(yong)(yong)(yong)建設,倡導誠信(xin)(xin)經營,強化信(xin)(xin)用(yong)(yong)(yong)意識(shi)和契約意識(shi)。建立農村(cun)(cun)市(shi)場(chang)主(zhu)體(ti)的信(xin)(xin)用(yong)(yong)(yong)檔案,實行信(xin)(xin)用(yong)(yong)(yong)分類監(jian)(jian)管(guan),完(wan)善行政(zheng)執(zhi)法(fa)、行業(ye)自律(lv)、輿論監(jian)(jian)督(du)、群眾參與(yu)相結(jie)合的市(shi)場(chang)監(jian)(jian)管(guan)體(ti)系。充分發揮消費者、新聞媒體(ti)及其他(ta)社(she)會各界的監(jian)(jian)督(du)作用(yong)(yong)(yong)。
